The film begins in a city in Andhra, where the CBI raid a rich local politician's house. The Chief Officer is shown to be Jayam Ravi, who orders to seize all illegal items found. The politician is arrested, but he requests to come to the CBI office in his own car. It is later revealed that, no CBI raid was planned on his house and all that happened was a hoax. The politician gets angry and orders to hunt down the men who cheated him in the name of CBI. Aadhi (Jayam Ravi) is a gangster, specialised in drug and arms dealing. The hoax CBI raid was one of his mission to loot the politicians. Aadhi is living alone, as his mom and sister are angry with him for being a gangster. As it goes, Aadhi meets Karishma, (Neetu Chandra), a beautiful hotel waitress, who often gets humiliated by her boss. Aadhi falls for her, and saves her and takes her home to be with him. During a drug deal, Aadhi is being attacked and he is shot. Karishma saves him, treats his wounds and saves his life. Aadhi plans to leave to Mumbai, where he gets attacked in the airport, and it is revealed that Karishma is a part of the criminal gang that was trying to kill Aadhi. Then Aadhi is taken Hostage, where another victim reveals the true story about Karishma. Her name is not Karishma at all, but she is Rani, the right hand and partner in crime of a very powerful, cruel, ruthless criminal named Bhagavan Alias Mumbai Bhagavan (Jayam Ravi) who looks exactly like Aadhi. Bhagavan is a very feminine charactered guy, who loves to wear make up and walk, talk and do everything like a girl. But he still has a weakness for good looking girls. Bhagavan does so many jobs for his customers, such as include murder, robbery, and kidnap . At one such instance, Bhagavan gets angry by the behavior of a politician's cousin and murders him. The politician gets angry and promises to get Bhagavan murdered. As the politician is much more powerful than Bhagavan, he goes into hiding. But the Politician makes the search very intense and is very keen to find Bhagavan. So Arumugam comes to know about Aadhi, who resembles Bhagavan. So she traps him and makes him fall into her plan, so that he can be substituted as Bhagavan, on whom the politician wants to take revenge. In the climax, Aadhi kills Karishma and Bhagavan brutally. The film ends with Aadhi leaving the place while Bhagavan also moves away from the place which indicates that Bhagavan is alive and film also hints for sequel.

Ranga (Srikanth) is a thief who lives in Stuart Nagar. He was raised by his grandmother (Sakuntala) in her house. He used to steal from corrupt police officers because they could not file a complaint for the theft of money from their own houses. He would steal money and valuables by spraying a sedative called chloroform in their houses. He would also steal the stars on their police uniforms to prove that the individual is unworthy of the stars on their shoulders. Ranga is a fan of faction-oriented films, and dreams of acting like one of those faction leaders. At the same time, he falls in love with a sub-inspector, Mangamma (Vimala Raman). At one point, Ranga and friends try to rob the police commissioner's (Nagendra Babu) house, but are caught. While they were at court, Ranga meets a real faction leader, Bhavani Prasad (Srikanth). Bhavani's rival attacks him severely,leading to his death. However, noticing that Ranga looks exactly like Bhavani, the latter's wife (Ramya Krishnan) convinces him to take her late husband's place to prove to everyone that he indeed is alive. Ranga realizes that he is in reality Bhavani Prasad's own brother, and is happy that he was finally able to act like a real faction leader.

Malli (Jagapathi Babu) is a cop though he is an orphan, DIG Viswanath (Pradeep Rawat) brings him up like his own son and makes him an undercover police officer and hides his identity in a database. However, to nab an international mafia gang led by Daddy (Mahesh Manjrekar), Viswanath sends Malli in undercover to the mafia gang and the latter turns a trusted worker for Daddy. He almost believes Malli as his right hand. With the help of Malli, Viswanath and his team tries to corner Daddy and his gang, but could not arrest them due to lack of evidence. Malli falls in love with a Dr.Mahalakshmi (Mamta Mohandas). He takes him to his ailing mother who was in the hospital. At this juncture, Daddy reveals that his person was in the police department when he is cornered by Viswanath's team without evidence. Chandu (J. D. Chakravarthy), who is also a cop was raised by Daddy. Chandu is in love with his new neighbor Satya (Madhurima Tuli). Chandu is the one who was helping Daddy's gang. At the same time, Viswanath also tells Daddy that his man was also with Daddy's gang. So both the teams break their heads to find out the black sheep. But they could not do so. Malli once visits the hospital and doctors tell him that he should keep his mother happy always. Malli reveals his identity but is mother did not believe it. To prove his words correct, Malli tells Viswanath to visit his mother once. At the same time, Daddy's gang attacks the building and in the melee, Viswanath dies. After a few days, Chandu, in order to escape from the blackmailing tactics of Daddy, shoots him to death in an encounter. Chandu's still evil. Malli realizes that Chandu was working for Daddy. Malli proves that Chandu's evil. Malli also proves that he's an undercover police officer. One of the officers kills Chandu. Malli's mother gets released from the hospital. Prasad wants Malli to go undercover again. This time, Malli's going undercover in Pakistan.
