Dangerfield plays Jake Puloski, a comedic and friendly prison warden who runs a privately owned prison for white-collar criminals and less serious offenders. The trouble starts when Puloski's plans for renovating his rundown prison are ruined by his superior, Eli Rockwood (Randy Quaid), a greedy businessman who inherited the prison from his deceased parents, who rejects his budget request. Rockwood also informs Puloski that his contract as prison warden will not be renewed, which means that Puloski will be forced to retire in two months. This comes at the same time that Rockwood is in the midst of selling his company to the very wealthy Gloria Beaumont (Kirstie Alley). Without the funds for a proper remodeling, Puloski decides to approach the problem by allowing a group of prisoners, Mile-Away (Phil LaMarr), Next-Week (Paul Rodriguez), Jerk-Off (Marty Belafsky), and Ears (Joe Nipote), to leave the prison to burgle a sporting goods store owned by Rockwood (on the condition that they are "back by midnight" before the guard Smitty (Tony Cox) makes his rounds).

After the goons fail to get the chimp, Flick goes to get Clements himself by breaking in gassed Clements and Michael. Flick takes them back to his headquarters so the doctor (Gilbert Gottfried) can perform his experiments. McCall rescues them and they head back for the Homecoming football game. Michael hopes to play in order to impress the cheerleader he likes. Soon the bad guys show up and dress as football players to play in the game and get Clements. Clements and McCall join the team to stop Flick from winning. Michael wins the game and Flick is arrested for animal cruelty. Michael gets the girl and McCall gets Michael's mom. Shy, isolated, sexually confused farm boy Duncan Mudge's mother has recently died, leaving him under the supervision of his stern, depressed father Edgar. Duncan seems somehow to have transferred his love for the deceased mother to his favorite chicken, which he takes everywhere, even to bed. He has developed the odd habit of putting the chicken's head in his mouth—to calm the animal, he says. Duncan also likes to dress in his late mother's clothing, much to the distress of his bewildered father. The small, insular band of conformist teens that comprise adolescent social life in Duncan's world initially ostracize him, then allow him in to their circle only reluctantly, and largely for their own amusement. Duncan is beset with a profound sense of grief while trying to reconcile himself to a world in which he is a sexual alien. His crush on a local boy, Perry Foley, leads to a violent resolution where Duncan relinquishes that which he loves.

Professor Philip Brainard (Robin Williams) of Medfield College is developing a new energy source, in an attempt to raise enough money to save the college from closure. His preoccupation with his research distracts him from his fiancée, the college president Sara Jean Reynolds (Marcia Gay Harden). He has missed two weddings because of that preoccupation, much to Sara's anger. On the day of the third attempted wedding, Philip is approached by his former partner Wilson Croft (Christopher McDonald), who has profited from ideas he has stolen from the chemist and now desires to steal Sara from Philip and make her his wife, which he declares directly to Philip. Before he can make it to the wedding, his latest experiment shows fast development, forcing him to miss another wedding. The resulting substance created from the experiment is a green goo that increases in speed as it bounces and proves to be difficult to control, wreaking havoc on the neighborhood before the professor finally manages to capture it. Weebo (voiced by Jodi Benson), Philip's hovering robot assistant, classifies the substance as "flying rubber", leading Philip to christen it as "Flubber".
