Irish sailor Michael O'Hara (Orson Welles) meets the beautiful blonde Elsa (Rita Hayworth) as she rides a horse-drawn coach in Central Park. Three hooligans waylay the coach. Michael rescues Elsa and escorts her home. Michael reveals he is a seaman and learns Elsa and her husband, disabled criminal defense attorney Arthur Bannister (Everett Sloane), are newly arrived in New York City from Shanghai. They are on their way to San Francisco via the Panama Canal. Michael, attracted to Elsa despite misgivings, agrees to sign on as an able seaman aboard Bannister's yacht.

The story of the rise of politician Willie Stark (Broderick Crawford) from a rural county seat to the governor's mansion is depicted in the film. He goes into politics, railing against the corruptly run county government, but loses his race for county treasurer, in the face of unfair obstacles placed by the local machine. Stark teaches himself law, and as a lawyer, continues to fight the local establishment, championing the local people and gaining popularity. He eventually rises to become a candidate for governor, narrowly losing his first race, then winning on his second attempt. Along the way he loses his innocence and becomes as corrupt as the politicians he once fought against. When his son becomes paralyzed following a drunk driving accident that kills a female passenger, Stark's world starts to unravel and he discovers that not everyone can be bought off.

Mandrake and his assistant Lothar are working the cruise lines and make the acquaintance of Professor Houston who has developed a radium energy machine, which is much coveted by a masked Crime Lord known as "The Wasp". Overland with Kit Carson is constructed upon a seemingly simple premise. Old Western settlers are being driven off their homesteads and ranches by a combination of Indian assaults and harassing attacks by bands of mysterious outlaws. Then, the US government sends out famed Indian scout Kit Carson and army officer David Brent to investigate the facts, and Carson discovers that a mysterious villain known only as Pegleg, who enjoys planning his misdeeds as much as carrying them out, controls an outlaw gang called the Black Raiders and is using them and the Indians to drive out the settlers so he can establish his own empire. By 1939, film-goers knew exactly what to expect from a western serial: a clean-cut, self-assured hero facing down a good-for-nothing villain in a tireless pursuit, the menacing Indians and gun-toting bad guys, the moral soldier and the pretty girl, a reckless boy, lots of action, the climactic final gunfight, and not much in the way of thematic depth.
