The story begins with the opening of the Hong Kong Victoria Harbour tunnel by business partners Paul Wagner and Nigel Griffith (Alan Scarfe). Paul attends with his twin infant sons, Chad and Alex. However, after the celebrations, the family is followed home by a Triad hit squad on orders from Griffith and crime lord Raymond Zhang (Philip Chan). A shootout ensues, in which Paul and his wife are killed by Moon (Bolo Yeung), Griffith's henchman. Chad is rescued by the family bodyguard, Frank Avery (Geoffrey Lewis), and raised abroad. Alex is dropped off on the doorstep of a Hong Kong orphanage.

The film opens depicting a scene in July 1914 immediately prior to the cruise ship Gloria N. setting sail from Naples Harbor. The opening sequence is in sepia tones, as if it were a film shot in that era, with no sound other than the whirring of the projector. Gradually the sepia fades into full colour and we can hear the characters’ dialogue.

The girls of St. Trinian's hatch yet another fiendish plot—a trade union for British schoolgirls. Their friend and mentor, Flash Harry, suggests a plan which involves kidnapping girls from other rather more respectable colleges and substituting their own "agents". Thus begins a hilarious, often bloody, battle of wits as the girls meet resistance not only from Olga Vandermeer, their Headmistress, but from the Minister of Education, a private detective, and an oil sheikh. Despite all his desperate efforts to foil the conspiracy, the Minister has to face a growing realisation that the girls' demands will have to be met—for him this will mean a very great and very personal sacrifice.
