Queen Ma’at finds her kingdom of Abelar under attack when treasure seekers accidentally open the tomb of vampire queen Xia. The Queen sends her half-sister, Princess Tanis, to the outlaw city of Douras to find her real father so he can save the kingdom. Dara Maren is a DEA agent who gets dragged into the seedy underworld of California/Mexico border smuggling in an attempt to protect her younger brother. During a drug deal gone bad, she ends up shooting and killing an undercover ATF agent and is arrested. She's convicted and incarcerated inside a penal colony just outside of Tijuana, where the prison officials harvest organs from the inmates. During her incarceration, Dara's brother is murdered by a drug lord who's also using human spinal fluid drained from his victims to create a new DNA-altering drug that turns those who become addicted to it into something not human. As hundreds of dead bodies start turning up along the Mexico border, and with law enforcement and government officials falling victim to its addictive properties as well, an old friend from the FBI manages to bribe the officials in Tijuana to let Dara back out onto the streets in order to bring down the drug lord and avenge her brother's murder.

The cyborg Gabriel was created to destroy all other cyborgs. He later rescues Nea by killing the cyborg Simon. Gabriel trains Nea to become a cyborg killer and help him. They continue to kill cyborgs until Gabriel is torn in half by one of his targets and taken to the cyborg camp. Nea follows Jacob and challenges the cyborg leader Job to a fight. Finding Gabriel she straps him to her back and they battle cyborgs until Gabriel can attach a dead cyborg's legs to himself. They pursue Job, but before they can catch him the Master Builder captures Nea's brother, taking him to Cyborg City. During a battle Job tells Gabriel that the cyborg population can't be stopped. Job dies moments later. Gabriel and Nea ride off in search of her brother.

The first story, told by Morrison, is about an Indian tribe's revenge against a grouchy old man (Will Hare) who desecrates their burial ground. When that tale fails to impress Deeds, the second story, also by Morrison, tells about a man (Marc McClure) who helps a seductive seemingly pregnant woman (Michelle Joyner) in trouble. Deeds then responds with the only non-supernatural story of the three, about a homesteader family whose father (William Atherton) is forced to participate in a lynch mob.
