Billy Jack (Tom Laughlin) is appointed a United States Senator to fill out the remaining term of another Senator. It is hoped that he will quietly vote the party line, but his term in the Senate runs into trouble when he proposes a bill to fund a national youth camp which happens to be on the property where a nuclear power plant is also being proposed. His fellow Senator Joseph Paine (E. G. Marshall) claims to oppose nuclear power but is secretly taking graft to influence his votes in favor, and moves to try to keep Billy Jack out of the way when the bill is being debated.

After the Battle of Pharsalus where Julius Caesar (Rex Harrison) has defeated Pompey, Pompey flees to Egypt, hoping to enlist the support of the young Pharaoh Ptolemy XIII (Richard O'Sullivan) and his sister Cleopatra (Elizabeth Taylor). In 1935, United States Narcotics Agent Michael Barrows (Powell) is assigned to find an unidentified freighter suspected of smuggling drugs. When he and the Coast Guard spot it along the California coast, they give chase. Barrows watches helplessly through binoculars as the freighter captain has about a hundred chained slave laborers thrown overboard to drown. The ship escapes by passing beyond the 12 mile limit and entering international waters. Horrified by what he has seen, Barrows determines to smash the narcotics ring - traveling "to the ends of the Earth" if need be - without first clearing it with his boss, Commissioner H. J. American burlesque performer Steve Martin (William Demarest) offers to play a song for his audience, if they agree to sing along. Only one person does sing, a young boy named Asa Yoelson (Scotty Beckett). Steve is bowled over by the boy's voice, but Asa realizes he should be singing at the synagogue with his father, Cantor Yoelson (Ludwig Donath). Asa arrives late, and is later reprimanded by his strict father. Asa is reluctant to explain where he was, but Steve Martin visits the Yoelsons' home. He explains that he heard Asa sing at the burlesque house, and that he wants Asa to be part of his act. Papa Yoelson refuses to consider it.

At the New York Bulletin newspaper, its owner, Robert Drexel Gow (Charles Coburn), receives a teletype story that the newspaper’s thirty-nine-year-old editor, Max Wharton (Alexander Knox), is resigning to enlist in the army. In the afterlife, the records show his death was a mistake; he was supposed to live for 50 more years. The angel's superior, Mr. Jordan (Claude Rains), confirms this, but since there is no more body, Joe will have to take over a newly dead corpse. Mr. Jordan explains that a body is just something that is worn, like an overcoat; inside, Joe will still be himself. Joe insists that it be someone in good physical shape, because he wants to continue his boxing career. Joe keeps saying the body they find "has to be in the pink".
