Chiba divorced his first wife, actress Yoko Nogiwa with whom he has a daughter, Juri Manase, also an actress. He has two sons from his second marriage; child actor Mackenyu (真剣佑, Makkenyū) born on 16 November 1996 and Gordon (郷敦), born in 1998. He currently lives in Yokohama, Japan.His younger brother, Jirō Yabuki (also known as Jiro Chiba), was also an actor.

Fish (Noah Hathaway) has been recently released from prison where he was serving time for his part in a diamond heist. He refused to give the authorities any information on his partners in crime nor reveal to them the location of the stolen diamonds. The film follows five simultaneous, loosely linked plot lines, that intertwine and scramble together. Three years after the events of the first film, the survivors of previous Battle Royales have formed a rebel group called the Wild Seven which is led by Shuya Nanahara. A class of teenagers from Shikanotoride Junior High School (鹿之砦中学校, Shikanotoride Chūgakkō) are kidnapped by the Japanese government. Instead of stereotypically studious Japanese students, these ninth graders are “a ragtag collection of delinquents and losers from all over Japan,” including tough-guy rugby players and punks with dyed hair. More importantly, many are orphans whose parents or family died in bombings by the Wild Seven. After their school bus is diverted to an army base, the students are herded into a cage, surrounded by armed guards, and confronted by their schoolteacher, Riki Takeuchi, who lays down the ground rules of the new Battle Royale game. Wild Seven is hiding out on a deserted island (filmed on Hashima Island), and instead of being forced to kill each other, as in the old Battle Royale, the students are sent off to war and ordered to attack the terrorist group’s hideout en masse and kill Shuya within 72 hours. Most of the students are not interested in being forced to avenge their families, but they are coerced to fight through exploding metal collars, which their captors can detonate by remote control. The teacher shows them a line in the caged classroom: those who wish to participate are instructed to cross the line, while those who refuse to participate will be killed. The students are put into 'pairs'; if one student dies, then his or her partner will be killed via collar detonation.

The evil Lord Conqueror, head of Conqueror's Clan, is given a prophecy by Mud Buddha when quizzed about his delayed duel with Sword Saint. The prophecy translates that if Conqueror finds two young children by the name of Wind and Cloud he will have good fortune. Mud Buddha provides the birth charts of these two and gives him a puzzle box stating that finding Wind and Cloud is but one half of his destiny, the box will provide him with the latter half once he unlocks it. Conqueror issues an order that every boy with a birth chart matching Wind's or Cloud's must become a disciple of the Conqueror's Clan. Whispering Wind is discovered as the son of long time rival Whispering Prince, who Conqueror had beating 2 years previously and stole Prince's wife. As they fight again for Prince's Blizzard Blade he reveals he only took his wife to anger him into battle to possess the blade. At the climax of the duel Prince's wife kills herself and Prince is captured and killed by the fire beast in the nearby cave. Conqueror finds Whispering Wind has fainted and claims him. Striding Cloud's father, a blacksmith named Striding Sky, is forging the Ultimate Sword and completes the blade just before Conqueror's forces raze his village. As he is killed he reveals that the sword can only be used by a true hero and Cloud is taken by the invading forces.

U.S. Air Force Colonel Charles "Chappy" Sinclair and his friends Leichmann, Palmer and Horikoshi run a classic World War II aircraft exhibition at an air show, where they stage dogfights by shooting each other with paint pellets and are "shot down" by landing with smoke emissions. Then, upon hearing that an old friend named Ramon Morales was killed in a crash in the Gulf of Mexico, Chappy is summoned to Lethridge Air Force Base in Brownsville, Texas, where the remains of Ramon's plane are being examined. Chappy mentions that among Ramon's surviving family members are his sister Anna, who graduated from UCLA on an athletic scholarship, and his father, the mayor of a small Peruvian village. It is discovered that Ramon was shot down while carrying several kilograms of cocaine, which places this case under DEA jurisdiction.
