Late in the summer, Wendy receives a letter informing her that she's won a full scholarship to her parents' alma mater, Huttington College. Unbeknownst to her, the letter is fake; her father has paid the first year's tuition himself, and had a friend at the college send the letter to her. In an unnamed European town, children go to a candy shop after school. Charlie Bucket (Peter Ostrum), whose family is poor, can only stare through the window as the shop owner sings "Candy Man". The newsagent for whom Charlie works after school gives him his weekly pay, which Charlie uses to buy a loaf of bread. On his way home, he passes Willy Wonka's chocolate factory. A mysterious tinker (Peter Capell) recites the first lines of William Allingham's poem "The Fairies", and tells Charlie, "Nobody ever goes in, and nobody ever comes out." Charlie rushes home to his widowed mother (Diana Sowle) and his four bedridden grandparents. After he tells Grandpa Joe (Jack Albertson) about the tinker, Joe tells him that Wonka locked the factory because his arch-rival, Mr. Slugworth, and other candy makers sent in spies disguised as employees to steal Wonka's recipes. Wonka disappeared, but three years later began selling more candy; the origin of Wonka's labour force is a mystery.

A female student pushes to have open classroom discussion about the physical and emotional issues associated with teenage relationships and sex. This issue gets blown out of proportion by parents who don't have the facts and jump to ill-informed conclusions, demanding sanctions against the mostly innocent teacher, who keeps still on the matter to protect the involved students. Reese borrows money from a gangster and buys half the interest in a small-town newspaper, The Lakewood Gazette, in the town of Lakeville. The newspaper is owned by Catherine Harris (Storm), who immediately has differences with Reese on how the paper should operate. Reese, trying to use the paper as a step up, latches onto a murder of a woman who happens to be the daughter-in-law of a newspaper magnate. When a local black woman is suspected, Reese turns the story into a media circus and soon his reporting is back in the spotlight again.
