Steven M. Kramer (born December 24, 1950 in San Juan Capistrano, CA) is an American voice actor for many anime titles. He has also done voice acting for various Power Rangers series in the past, with the best-known of those roles being the voice of Darkonda in Power Rangers in Space. His wife, Melora Harte, is a voice actress. Kramer has also been credited as Steve Kraemer, Steven Kramer, Drew Levi Thomas, Drew Lexi Thomas, and Drew Thomas. Kramer is usually cast in the role of wise old men. He also voiced Zhang Fei in Dynasty Warriors 6 and 7, replacing the late Bob Papenbrook. He is also a voice director and script writer, adapting many anime and video games.

Morikawa, une adolescente qui vit avec son père à Okayama, s'ennuie à l'école et passe son temps à rêver. In the future, on the planet Dorothy, a world dominated by canine humanoids, duck's ass-hairstyle wearing "Sweet" JP races in the planet's Yellowline car race, a final elimination race despite two interplanetary wars to the most popular race in the galaxy, the Redline. The crowd is watching the race on an outdoor giant monitor screen in the desert town of the Water Stop. His mechanic, Joshua "Frisbee" Flathead, is watching the televised race with a mafia boss. The gambling boss is concerned that JP might attempt to win the fixed race but Frisbee reassures him that JP needs bail bond funds from the pay-off. JP attempts to win anyway while Frisbee resorts to using a remote detonator transmitter hidden in the palm of his hand which the mob boss doesn't notice, causing JP's TransAM20000 to explode and making the 'Crab Sonoshee Sea' hovercraft piloted by female racer Sonoshee "Cherry Boy Hunter" McLaren the winner.

The film begins with Naomi Arkoff (Robin Sydney) being taken by her father Carver Arkoff (Steve Kramer) into the basement of their castle home in Rome, Italy, where there lies a rack. Carver ties Naomi to both ends of the rack and turns the wheel, hurting her. Carver claims that her punishment this time is for having a cell phone, which was against the father's wishes. After begging her father to let her go, Carver unties her, but warns her that the next time she has a cellphone in the house, her punishment is not going to be slow and painful. As she gets released, she runs off upstairs, strangely screaming: "I can run faster than you!" over and over again.

Four years later in 1961, when NASA was putting a monkey named Enos aboard Mercury Atlas 5, astronaut Yuri Gagarin became the first man on Earth to go to space. The 10th Division, led by Tōshirō Hitsugaya and Rangiku Matsumoto are sent to escort an artifact known as the "King's Seal" or "Oin", which is stolen during transport from the Soul Society by an unidentified and masked Soul Reaper and two mysterious Arrancar resembling girls who control fire and lightning. During the attack, Hitsugaya corners and seems to recognize the Soul Reaper, who wounds him and leaves. In the middle of battle, Hitsugaya abandons his post to pursue him and leaves his squad behind to fend for themselves. After the battle, the Soul Society suspects Hitsugaya of treason and orders his immediate capture. The whole 10th Squad is then put under house arrest at which time they can surmise whether or not the division should be abolished.
