At the funeral of his son Marko and associates in Tropojë, Albanian mafia head Murad Hoxha vows to seek vengeance on his son's killer. Traveling to Paris with his men, he interrogates and tortures former intelligence agent Jean-Claude Pitrel, whose business card was found at the scene of Marko's death, but finds no information. On the run from their enemy, the planet-destroying Gorg, the Boov find Earth a suitable place to call "home". Tom Baker (Martin) is a football coach at a small rural college in Midland, Indiana, where he raised twelve children, and his wife, Kate (Hunt), has written about her story in a book and hopes to send it to her friend to publish it. At the film's beginning, Tom unexpectedly receives an offer from his old friend and football teammate, Shake McGuire (Jenkins), to coach at his alma mater in Evanston, Illinois. Tom accepts the offer, and he and Kate begin making their plans on moving to Evanston. All twelve children find out and demand the move be put to a vote, even though Tom says it would not have any power. Tom loses the vote, even after he and Kate join, but goes ahead with the move anyway, claiming there will be more money and that they will be a "happier and stronger family". However, the atmosphere at the Bakers' new house is tense, and the situation at school for the children is even worse, although their new neighbors' the Shenks seem allright, especially their first and only son, Dylan.

Chief Inspector Charles Dreyfus narrates a flashback of a soccer match semi-final between France and China. French coach Yves Gluant comes down the stadium, wearing the Pink Panther diamond ring and kisses his girlfriend, pop star Xania, after whispering something to her. After France wins the game, Yves dies from a poison dart, and the Pink Panther vanishes. Eager to win the Medal of Honour, Dreyfus promotes a clumsy policeman and "village idiot", Jacques Clouseau, to the rank of Inspector and assigns him to the Pink Panther case. Meanwhile, Dreyfus assembles a secret team of top investigators to crack the case, allowing Clouseau to serve as the public face of the investigation so that media attention is focused on Clouseau. A couple (Henry and Garr) have gone out to dinner at a fancy restaurant the husband claims has the world's most absent-minded waiter. Martin plays a poor waiter. He has many mishaps, including pouring water before placing down the glasses, forcing the couple to repeat their order of "two martinis" three times, and subsequently bringing them six martinis. The film culminates with the wife becoming angry that she got dressed up, hired a babysitter and then was brought out to a restaurant with such amazingly bad service. The husband pleads with her: "Trust me . . . trust me." Immediately afterwards, the waiter returns with their "change" – $10,000 worth – before the couple had even paid. As they gleefully get up from their chairs to leave, the waiter comes back to ask, "Two for dinner?", to which the wife quickly responds, "Yes, two please," and the couple then sits right back down at their table.
