Slate and Co. Senior Executive Cliff Vandercave (Kyle MacLachlan) and secretary Miss Sharon Stone (Halle Berry) look at the company workers in the gravel pits while discussing their plan to swindle the company of its vast fortune and flee, but decided that they need someone to take responsibility for it. Fred Flintstone (John Goodman) loans his best friend and neighbor Barney Rubble (Rick Moranis) money so that he and his wife Betty (Rosie O'Donnell) can adopt a child named Bamm-Bamm, who can only pronounce his own name. On Santorini island, Greece, a wedding is interrupted by a strong earthquake. The earthquake uncovers the Luna Temple, built by Alexander the Great to house his most prized treasures. Among these treasures is a glowing orb with a pattern resembling a code etched into it. Lara (Angelina Jolie) finds this orb; but it is stolen by the crime lord Chen Lo (Simon Yam). Lara only just manages to escape with a strange medallion, while her two companions are killed by Chen's men.

By the 2080s, much of Earth has become an uninhabitable wasteland. While some humans manage to survive in the wasteland, the majority of humanity resides in huge Mega-Cities with populations of tens of millions, where the traditional justice system has been replaced by a corps of Judges whose role combines those of police officer, judge, jury, and executioner. In the Southeast Asian nation of Shadaloo City, civil war has erupted between the forces of crazed military dictator General M. Bison (Raul Julia) and the Allied Nations, a multinational military force, led by their regional commander, Colonel William F. Guile. Bison has recently captured several A.N. relief workers, and via a live two-way radio broadcast, demands Guile secure a US$20 billion ransom in three days or else face responsibility for the hostages' deaths. Guile refuses and vows to track Bison down, but his assistant, Sergeant Cammy (Kylie Minogue) is only partially able to pinpoint Bison's location to the river-delta region outside the city. One of the hostages is Guile's close friend, Carlos "Charlie" Blanka (Robert Mammone), who Bison orders taken to his lab for his captive witch doctor, Dhalsim (Roshan Seth), to turn into the first of his supersoldiers. Though Charlie is severely disfigured by the procedure, Dhalsim secretly alters his cerebral programming to maintain Charlie's humanity.

Convicted thief Albert Ganz is working as part of a road gang in California, when a big Native American man named Billy Bear drives up in a pickup truck and asks for water to cool off his truck’s overheating radiator. Ganz and Billy exchange insults and proceed to stage a fight with each other, wrestling in a river, and when the guards try to break up the fight, Billy slips a gun to Ganz, and Billy and Ganz kill two of the three guards and flee the scene. Two days later, Ganz and Billy kill Henry Wong (John Hauk), who was one of their partners.
