Using film noir low key lighting and unbalanced frame compositions, along with visual and narrative tropes whose sources include John Buchan's novels and Alfred Hitchcock's films, and Hollywood productions The Fugitive and Sunset Boulevard, the film imagines former British Prime Minister Tony Blair as a fugitive on the run from the police after having been accused of a series of murders. These include the killing of his former Foreign Secretary Robin Cook, although he is also implicated in the death of his predecessor as Labour Party leader John Smith. Determined to clear his name, Blair escapes from 10 Downing Street; but he is a man with no friends willing to give him sanctuary, while a fervent media demands his capture. He is pursued across a fog-bound London by Inspector Hutton and his sergeant, who are helped in their investigation by Peter Mandelson and Gordon Brown. Blair is eventually aided by Margaret Thatcher, a Norma Desmond-like recluse (parodying the 1950 film, Sunset Boulevard), who promptly seduces him. But it gradually emerges that Blair may be innocent of the crime he is accused of committing.

Richard "Richie" Twat and Edward "Eddie" Elizabeth Ndingombaba (Rik Mayall and Adrian Edmondson) run the worst guest house in the United Kingdom ("You're not in any of the guidebooks. Nobody for miles around - an oasis of calm. Even the peasants in the village denied its existence."), neighbouring a poorly maintained nuclear power station. I'll have to phone the psychiatric hospital, he's probably checked himself in again!"). In 1593 London, William Shakespeare is a sometime player in the Lord Chamberlain's Men and poor playwright for Philip Henslowe, owner of The Rose Theatre. Shakespeare is working on a new comedy, Romeo and Ethel, the Pirate's Daughter. Suffering from writer's block, he has barely begun the play, but starts auditioning players. Viola de Lesseps, the daughter of a wealthy merchant, who has seen Shakespeare's plays at court, disguises herself as "Thomas Kent" to audition, then runs away. Shakespeare pursues Kent to Viola's house and leaves a note with the nurse, asking Thomas Kent to begin rehearsals at the Rose. He sneaks into the house with the minstrels playing that night at the ball, where her parents are arranging her betrothal to Lord Wessex, an impoverished aristocrat. While dancing with Viola, Shakespeare is struck speechless, and after being forcibly ejected by Wessex, uses Thomas Kent as a go-between to woo her. Wessex also asks Will's name, to which he replies that he is Christopher Marlowe.

When she sells the ticket to another passenger and Daniel finds his seatmate is an obnoxiously loud woman instead of the girl of his dreams, he moves back to the Economy section and takes the vacant seat next to Martha. The film begins with the Spice Girls performing "Too Much" on Top of the Pops, but they later become dissatisfied with the burdens of it. Meanwhile, sinister newspaper owner Kevin McMaxford (Barry Humphries) is attempting to ruin the girls' reputation for his newspaper's ratings. McMaxford dispatches photographer Damien (Richard O'Brien) to take pictures and tape recordings of the girls. Less threatening but more annoying is documentarian Piers Cuthbertson-Smyth (Alan Cumming), who stalks the girls along with his camera crew, hoping to use them as subjects for his next project. Grant), is fending off two over-eager Hollywood writers, named Martin Barnfield and Graydon (George Wendt and Mark McKinney), who relentlessly pitch absurd plot ideas for a feature film for the Spice Girls.
