Amy (Danielle Harris), Seth (Kaj-Erik Eriksen) and their boss Holden (Michael Eklund) are working the graveyard shift at a local city morgue. As Amy is preparing to meet friends at a bar for her birthday, Holden receives news that a number of bodies are being delivered, the victims of a mass murder committed by Jacob Goodnight (Kane) at the Blackwell Hotel. Amy decides to cancel her plans and help her colleagues with the deliveries. Amy and Seth process the corpses, including that of Goodnight. As Amy leaves Seth to finish the work, she is startled to find Holden has allowed her friends Tamara (Katharine Isabelle), Kayla (Chelan Simmons), Carter (Lee Majdoub) and her brother Will (Greyston Holt) to throw a birthday party in the morgue. During the party, Will warns Seth to stay away from Amy, believing she deserves better than him, causing Seth to leave the party and return to work. Will tells Amy of his disapproval of her dropping out of Med School to work in the morgue, angering Amy who also leaves the party.

An opening montage of scenes shows Rose making several unsuccessful attempts to establish herself with Chinese partners before moving in with Bill again.

The film opens on November 28, 1981 on Catalina Island, California, where 43-year-old Natalie Wood (Justine Waddell) falls off her boat called 'Splendour' and drowns. Years earlier, in 1943, in Santa Rosa, California, 5-year-old Natasha (Grace Fulton) grows up in a violent household with an overbearing mother, Maria Gurdin (Alice Krige), who goes to extremes to make her daughter a star. When one day a film is shot in town, Maria arranges a role for Natasha, and kills a butterfly in order to get her to cry in front of the camera, which is required. Her crying impresses the director, Irving Pichel (John Noble), and a year later she reluctantly moves to Hollywood to focus on her career, with her mother standing by her at every step, and with a new name: Natalie Wood. By 1946, Natalie is working on three films at a time, and is not allowed to enjoy any spare time with her friends. Three years later, now a teenager (Elizabeth Rice), she can do nothing as her older sister Olga (Leanne Simic) leaves the home because she feels neglected by her mother. Around this time, she is working on the set of The Green Promise one day, when an accident causes her to break her wrist. Fearing that her daughter will not get any roles if she has it treated, Maria dismisses any medical help, and Natalie's wrist does not heal properly as a result.

A Magistrate named Poulgrain takes his own life in an exhaust fume-filled car but in his death-throes, he releases the hand-brake whereupon his car rolls down the road all the way into the middle of a busy shopping centre where a pair of over-zealous detectives empty their firearms into his corpse. Disgraced, the two detectives, Ben Kinnear and his best mate Mike Paddock-both members of the much-hyped Zero Tolerance Unit (ZTU), are demoted back to uniform duties. Things get worse when they pay a visit to the Magistrate's widow Eleanor and accidentally burn her house down. Things become more complicated when Julie Bale, a journalist and a former police-officer and onetime partner of Kinnear's, is arrested on a charge of blackmailing the Magistrate. Kinnear starts to smell a rat when he discovers that a computer disc was found in the dead man's car but was tampered with by persons unknown. Kinnear's boss Gillespie questions the two detectives in charge of the Poulgrain case, Wicks & Pendlebury as to what happened to the original disc. Without warning, Wicks shoots dead Gillespie and Pendlebury and then deliberately wounds himself, re-arranging the crime scene to make it appear Pendlebury fired first.

In outer space, a United States-owned satellite blows up and one of the last remaining pieces, a beacon, is sent hurdling towards Earth where it lands in Australia, only to be swallowed by a crocodile. Back at the CIA, Agent Buckwhiler and Deputy Director Reynolds reveal that, in the wrong hands, the beacon can change the axis of power in the world, so they send two agents, Robert Wheeler and Vaughn Archer, down to Australia to retrieve the beacon. Department Director Ansell also secretly hires an operative of his own, Jo Buckley, to go and retrieve the beacon before Wheeler and Archer, so Ansell can take Reynolds' job.

The film starts at an anniversary commemoration of the crash, where roses are dropped on the track to the aftermath of the wreck where first responders are arriving at the scene. Five months later the coroner, Tom Weir, brings in Boris Osman, an engineer to help him investigate the crash and immediately runs into stonewalling by the state-owned rail company, who don’t want him to examine the train. Osman thinks it’s because the investigation will have to disclose why the tracks that caused the wreck were in such bad shape. Osman thinks it was caused by the politicians in office allowing the rail system to deteriorate. The coroner learns the bridge was hit twice before. Pressure begins to be brought on the coroner from above to stop asking to look at the train. Osman learns this is the third time this locomotive went off the rails. The coroner uses the threat of contempt of court to force the rail company to let Osman examine the locomotive. The inquest begins, with Orman recounting how the tragedy happened on 18 January 1977, alternating with the stories of some passengers who traveled on the ill-fated train, leading up to the depiction of the accident. Due to worn out track and worn out wheels on the locomotive, it jumps the rails and hits a bridge support, causing it to collapse on the train. The community springs into action to aid the survivors and recover the 83 dead. Several of the rescuers testify at the inquest and recount their actions on the day of the accident. Many rescuers risk their own lives to save the injured. Even when ordered to leave due to the danger of further collapse, many refuse to abandon injured survivors. Many of the rescuers are traumatized by what they saw. Ormond comes under attack for saying that it was the condition of the locomotive’s wheels that contributed to the accident, since while money has been allocated to repair the tracks, there is no money to also repair the locomotives. The families of the dead try to cope, while Gerry Buchtman, who went to Granville while on sick leave from his emergency responder job has to fight to keep his job, since the powers that be want to fire him for doing just that. In spite of pressure, the coroner finds that the locomotive’s condition contributed to the accident. Osman later learns that even though the rail company knew this type of locomotive was dangerous due to a derailment 11 months before Granville, they took no steps to lower the speed on this line because it came from an electoral district that often decided national elections and the government did not want to anger the voters by making their train late. We return to the memorial service, while on screen captions tell us what happened to some of the people involved in the crash and the investigation.
