T.J. Lowther (born May 17, 1986 in Salt Lake City, Utah in the United States) is an American actor. He started as a child star, appearing in Neon City in 1991 at the age of 5. He is known for his role as Philip "Buzz" Perry in the 1993 Clint Eastwood film A Perfect World starring Kevin Costner, Lowther has moved into more roles on television, including a 1-episode guest star role on the TV show, Grey's Anatomy.

Lowther graduated from the University of Southern California in 2008.

After his mother died, 12-year-old Seth George (T.J. Lowther) goes to live with his grandparents on their farm. Grouchy old Murdock (Michael Ansara) is not very happy with the presence of his grandson and is rather hard on him. He was strongly opposed to the mixed marriage of his daughter and doesn't want to hear anything about Seth's Indian father who died a hero in Vietnam when Seth was still a baby. His grandmother (Sandra Shotwell) on the other hand was very fond of Seth but after a while she passes away. Seth also meets the charming yet sporting Annie Jacobs (Mary Elizabeth Winstead). Seth struggles at the farm with his grumpy grandfather and strives to win Annie's heart at the same time.

In the 2050s, extensive ecological damage has resulted in largely lawless areas that are controlled by mutant raiders. Harry Stark, an ex-cop who now works as a bounty hunter in the wastelands, saves a woman from mutant outlaws. After she pulls a knife on him, he knocks her unconscious and brings her back to town for her bounty. Captain Raymond, Stark's former commanding officer, tells him that the woman, Reno, must be brought to Neon City to collect his payment. Raymond requests that Stark ride shotgun on a transport that is going to Neon City, but he refuses. When Stark's truck blows up, Raymond claims it to be an act of terrorism by mutants. Stark attacks Raymond, only to be knocked unconscious and placed on the transport with Reno.
