In 1968, a young man addresses a meeting of protesters by condemning the firebrands who are agitating the students. Eight years later, in Radom, Poland during the June 1976 protests, the young man is now the local First Secretary of the Communist Party (Wenceslaus Ulewicz). He is facing a mob of strikers protesting a 69 percent increase in food prices by the central government. Demonstrations in the industrial towns of Radom and Plock quickly lead to the beating and firing of thousands of workers. The party secretary tries to appease the crowds of workers massing beneath his window. Despite the growing threat, he decides to stick it out at the party's office instead of making the recommended hasty escape.

On est sous le règne de Louis XV et, en 1750, la France est continuellement en guerre et le peuple, étouffé par les impôts, aime de moins en moins son Louis le Bien-Aimé. Le gouverneur du Dauphiné, en arrivant à Saint-Étienne-de-Saint-Geoirs, doit faire face aux opposants au régime qui se sont rassemblés autour du tonnelier Louis Mandrin. Celui-ci devient le justicier qui respecte son roi mais ne tolère pas l'oppression des pauvres par les taxes. Il doit s'éloigner de sa fiancée Antoinette, la fille du bourgmestre, car l'armée est bientôt à ses trousses. Il part se réfugier dans les montagnes savoyardes et s'y fait contrebandier au profit des plus démunis. C'est là-haut qu'il rencontre la romanichelle Myrtille et son père, des montreurs d'ours. Mandrin s'éprend de Myrtille sans toutefois oublier Antoinette. Si son cœur est incapable de choisir entre les deux femmes, il n'hésite pas à se dévouer lorsque le peuple révolté le réclame à sa tête. Il quitte ses montagnes protectrices et Myrtille malgré les sombres pressentiments de celle-ci.

A dark coming-of-age film, Samson follows its Jewish protagonist (Serge Merlin) from an anti-Semitic private school to a prison, then into a Jewish ghetto, and finally over the ghetto wall to the outside world.
