A joint operation between American and Russian Special Forces leads to the capture of General Ivan Radek (Jürgen Prochnow), the dictator of a rogue terrorist regime in Kazakhstan that had possession of stolen Soviet nuclear weapons. Three weeks later, President of the United States James Marshall (Harrison Ford) is invited to Moscow for a diplomatic dinner, during which he praises the capture and insists the United States will never negotiate with terrorists. Mike Donnelly (Chris Farley) is driving an advertisement truck to support his brother Al Donnelly's (Tim Matheson) campaign for Governor of Washington. The father of New Orleans schoolteacher Annie Tarrant (Rowan) was murdered in a Candyman-like fashion some years prior. When Professor Philip Purcell is murdered in a bathroom by Candyman after presenting the legend at a book signing and calling him forth, Annie's brother is accused of the murder (since his furious public confrontation of Purcell over the subject) and one of her students starts to see the Candyman. In order to disprove to herself that the Candyman exists, she says his name five times in front of a mirror, summoning him to New Orleans on the eve of Mardi Gras, where the killings begin in earnest. Her husband Paul Mckeever becoming one of Candyman's new victims. The film's climax reveals more details of the Candyman's genesis, and his reason for stalking Annie.

The film opens on a U.S. military base in South Korea. Personnel receives word that a U.S. submarine has become disabled in international waters near North Korea. A team of four Navy SEALS travels to the underwater site of the sub, rescues the captain, and lays explosives. The captain is airlifted from the SEALS' raft and taken to safety. Shortly after, the SEALS' raft is intercepted by a North Korean helicopter just as the explosives detonate, destroying the submarine. The SEALS are captured and placed in prison cells in a North Korean fortress. Back home on the base, the SEALS' children watch news of their fathers' trial. The North Korean government alleges that the SEALS were engaged in espionage. Under North Korean law, if they are found guilty, they could be executed.
