Ishbo (Rifkin) is the younger son of Mookoo (Carradine), the leader of a tribe of cavemen. Ishbo is smarter than most of his tribesmen, but awkward and nerdy, living in the shadow of his much more physically impressive brother Thudnik (MacArthur). He hopes to use his superior intellect to become an inventor and raise his tribe above simple sticks and stones, but due to a combination of the flimsy materials available to him and the lack of support from his tribe they always fail. Ishbo also has had a lifelong crush on his childhood friend, Fardart (Larter). Much to his dismay, immediately after he finally expresses his love to her she is "clubbed" by Thudnik (and all that follows in the tradition of caveman stereotypes), and eventually married to him. Ishbo himself has never clubbed a woman, having his heart set on Fardart his whole life.

Vartan Malt (Bob Hoskins) is the editor of a tabloid called the National Mirror that specializes in unlikely stories about celebrities and frankly unbelievable tales about ordinary folkspersons. When Malt gets word that a woman is supposedly harboring an angel in a small town in Iowa, he figures that this might be up the Mirror's alley, so he sends out three people to get the story – Frank Quinlan (William Hurt), a reporter whose career has hit the skids; Huey Driscoll (Robert Pastorelli), a photographer on the verge of losing his job (even though he owns the Mirror's mascot Sparky the Wonder Dog); and Dorothy Winters (Andie MacDowell), a self-styled "angel expert" (actually a dog trainer hired by Malt to eventually replace Driscoll).

As school ends for the summer, Gerald Garner (Aaron Schwartz) is sent by his parents to Camp Hope, a weight loss camp for boys. Despite worrying at first, Gerry makes friends easily at camp and learns that Camp Hope is actually a lot of fun and won't be nearly as bad as he thinks. (As one veteran of the camp put it, Gerald is "not the fat kid, everyone's the fat kid.") He also discovers that the other campers have smuggled in enough junk food to easily stave off the hunger pangs and probably counteract any weight loss that the camp programs cause.

Terry (Thomas Ian Griffith) and his two partners from the Chicago special investigation police squad are engaged in war against Chicago's mafia boss, DiMarco (Burt Young). Despite many attempts to jail him, he always manages somehow to walk free. Not discouraged by that, police prepares another action to raise some evidence against DiMarco, this time it's a controlled sale of drugs for $3 million. After the exchange of the money for the narcotics police wants to arrest gangsters involved in the business, unfortunately this won't come without a shootout, during one of them manages to escape (only to be killed later by DiMarco himself, for losing the mafia's money). The other gangster which was wounded during the shooting is making confessions in the hospital (forced by Terry), those are though worthless in the eyes of the judge, who rules that the interrogation was held with use of 'excessive force' and as that was illegal. DiMarco is once again free, furthermore now he wants vengeance on the police who, as he thinks stole his money. Terry's co-cops are being killed one by one and soon he finds himself in peril, especially after he learns that DiMarco's suspicions are not so quite abstract.

Marty Malt (Judd Nelson) is an unhappy garbage man who moonlights as an atrociously unfunny standup comic. He lives in a dark, grimy, garbage-strewn urban netherworld, where a company named Blump's apparently owns everything. His best friend and fellow trash collector, Gus (Bill Paxton), is the only one who laughs at his jokes, and his sincerity is questionable.
