L'histoire se déroule cinq ans après les événements de Sharknado 3. La tempête porteuse de requins tueurs est de retour et la cible des squales est à présent Las Vegas. In the 1970s, Black Dynamite, a Vietnam War veteran and former CIA officer, vows to clean up the streets of drug dealers and gangsters after his younger brother Jimmy is killed by a shady organization. O'Leary, Black Dynamite's former army and CIA partner, reinstates him into the agency because they do not want him seeking vengeance by himself. While trying to get to the bottom of Jimmy's murder, he finds out that his brother was actually working undercover for the CIA. Black Dynamite also discovers the shady organization is filling the black orphanages with heroin. He declares war on local drug dealers and successfully cleans up the streets, earning him the affection of Gloria, a black power activist who works at the local orphanage.

The film opens with a man named Dr. Carver, the great-great-grandson of George Washington Carver, trying to generate a super Gnome Warrior, but it disintegrates. The scene then turns to Penny Proud, who is celebrating her 16th birthday in her hometown of Flagler Beach, Florida, and fails her driver's ed. She and her friends are excited to be a part of 15 Cent's (Sticky's cousin and parody of 50 Cent) dance group, Spare Change. When 15 Cent drives her home, Oscar Proud, her over-protective father, gets mad when he finds them kissing. After Oscar gives her the worst grounding of her life, and essentially forbids her from ever becoming an adult, practically making her a child forever, Penny wishes he wasn't her father, to which he states he wished he never had her as a daughter. This marks the culmination of their relationship as seen over the entire series.

The film begins in March 1836 in the Mexican State of Coahuila y Tejas town of San Antonio de Bexar (now Downtown San Antonio in the U.S. state of Texas), site of the Alamo, where bodies of Texan defenders and Mexican attackers are strewn over the Alamo. The film then flashes back to a year earlier. Sam Houston (Dennis Quaid) attends a party where he tries to persuade people to migrate to Texas. He meets with David Crockett (Billy Bob Thornton), recently defeated for reelection to Congress. Houston explains to Crockett that as an immigrant to Texas, Crockett will receive 640 acres (2.6 km) [a square mile] of his own choosing. Crockett, with a grin, pointedly asks Houston whether this new republic is going to need a president.

The story is about Alec McCall (Matthew Modine), a spy, who teams up with Clements, a chimp, to save the day. He has a change of heart when his boss, Flick, turns out to be bad and wants to perform experiments on the chimp. These experiments are to create chimp soldiers for the highest bidder. McCall takes Clements away on the run to his hometown where they meet a genius boy named Michael (Seth Adkins). Michael wants to impress a girl by playing on the football team. The coach (Jeffrey Tambor) allows him on the team only if he tutors the star players who are on the brink of being kicked off due to bad grades. Meanwhile Flick sends his goons out to find the chimp. Michael's single mom, a computer programmer, has her eye on McCall who rents out a room from her. She does not know about Clements, but Michael does. After the goons fail to get the chimp, Flick goes to get Clements himself by breaking in gassed Clements and Michael. Flick takes them back to his headquarters so the doctor (Gilbert Gottfried) can perform his experiments. McCall rescues them and they head back for the Homecoming football game. Michael hopes to play in order to impress the cheerleader he likes. Soon the bad guys show up and dress as football players to play in the game and get Clements. Clements and McCall join the team to stop Flick from winning. Michael wins the game and Flick is arrested for animal cruelty. Michael gets the girl and McCall gets Michael's mom. The movie ends with hope for the future.

Jamal Jeffries (Miguel A. Núñez, Jr.) is a UBA (fictional version of the NBA) basketball star whose undisciplined on-and-off-court antics have earned him a bad reputation in the basketball community. Jamal is dropped from his team, the Charlotte Beat and suspended indefinitely after he strips naked in protest of being taken out of a game. His agent, Lorne Daniels (Kevin Pollak), is unsuccessful at finding him a new team, and cuts Jamal as a client. As a result, Jamal's life goes downhill: his endorsements drop him, he ends up bankrupt due to lavish spending, his belongings are repossessed, his mansion is foreclosed on, and his girlfriend Tina (Lil' Kim), who only put up with his antics for his money and fame, walks out on him.

Two children, Ian and Clare, move into a town where their grandfather has just died. Ian thinks his grandfather's spirit is trying to tell them something, finding some library news clippings about a man named Zachariah Kull, who was accused of burning his home with his wife in it. Later, Ian and Clare capture a ghost named Jumper (a dead skydiver) who ends up freed by his partner, Coffin Ed (a revolutionary soldier). They follow them and other ghostly wisps of air into the forest, where they find an abandoned building. Entering, they find arriving ghosts entering a mirror, which leads to the afterlife. Ed and Jumper's boss, Mariah (a dead bride) isn't too pleased with this. Ian and Clare learn that they look for souls that don't want to cross over, and are dubbed the "Soul Patrol" by Jumper; they ended up with these jobs while waiting for their turn to cross over.

Not only does Dunwitty talk like an urban black man, and use the word "nigger" repeatedly in conversations, he also proudly proclaims that he is more black than Delacroix and that he can use nigger since he is married to a black woman and has two mixed-race children. Dunwitty frequently rejects Delacroix's scripts for television series that portray black people in positive, intelligent scenarios, dismissing them as "Cosby clones".
