Toshia Mori (January 1, 1912 – November 26, 1995) was a Japanese born actress, who had a brief career in American films during the 1930s. Born as Toshia Ichioka in Kyoto, Mori moved to the United States when she was ten years old.

While Charlie Chan and his number one son, Lee, are aboard a New York-bound transatlantic liner returning from Germany in their previous adventure (Charlie Chan at the Olympics), they have a run-in with a mysterious woman, named Billie Bronson, who secretes a package in the trunk of the Chans. After the liner docks, Chan and Lee are met at the pier by Inspector Nelson and two rival reporters, Joan Wendall and Speed Patton. Bille, having left the country hurriedly a year ago when sought as a material witness in a political scandal, has returned to "blow the lid off the town." She follows the Chans to their hotel and attempts to regain her package from the trunk, only to be interrupted by Lee. She then goes to the "Hottentot Club", where "candid-camera night" is in full progress, followed by Lee. Already present are Joan and Speed. Billie is mysteriously murdered and Charlie is summoned from a police banquet in his honor. Present in the room with the body are club manager Johnny Burke; club dancer and Burke's girl-friend Marie Collins and the two reporters. While seeking a motive for the murder, a second killing is discovered in Charlie's hotel room, the package is missing from Charlie's trunk and it is realized that it must have contained her diary. Charlie neatly puts together a few scattered clues and names as the killer.

Charlie Chan takes his wife and twelve children on an outing to a circus after receiving a free pass from one of the owners, Joe Kinney. Kinney wants Chan to find out who is sending him anonymous threatening letters. Nearly all of the circus workers are suspects, since Kinney is very unpopular. However, when Chan goes to meet him during the night's performance, he finds the man dead, seemingly killed by a rampaging gorilla who somehow escaped from his cage.

In the late 1920s in Shanghai during the Chinese Civil War, as throngs of refugees flee the rainswept city, a couple of elderly missionaries welcomes guests to their home for the wedding of Dr. Robert Strike (Gavin Gordon), a fellow missionary, and Megan Davis (Barbara Stanwyck), his childhood sweetheart whom he has not seen in three years. James Manning sauve Mona Gould du suicide, et lorsqu'il apprend qu'elle est journaliste, il l'engage à "La Tribune", dont il est rédacteur en chef. Ce dernier, à la tête des Tongs, organise en fait les entrées illégales d'immigrants. Il rassemble les Tongs, et lors de cette réunion Charlie San est désigné pour tuer James. Charlie est horrifié, mais il finit par accepter lorsque Wu Sin lui dit que sa récompense sera la main de Miao Lin. Miao Lin confesse à Mona ce qu'on a demandé de faire à Charlie mais, un soir, alors que Mona et James se rendent chez Mona, James est la cible d'un tir de Charlie. Il n'est que blessé et comme Mona connaît son histoire, ils comprennent ses motivations. La police découvre Wu Sin mort chez lui. Roger King et sa fille quittent le pays à bord de l'Hirondella.
