In 1965, Peter Joseph "Peejoe" Bullis lives in a small town in Alabama during the height of the Civil Rights Movement. He becomes involved with a group of black students protesting the town's racially segregated municipal swimming pool, leading to a protest that explodes into deadly violence. A young black boy, Taylor Jackson, is killed by the town sheriff. Peejoe, the only witness, is pressured by the sheriff to keep it quiet. However, Peejoe has learned from the example of his free-spirited Aunt Lucille Vinson, who has killed her abusive husband and is headed for Hollywood, where she is convinced that television stardom awaits her.

Drake is a corrupt and greedy developer who is illegally dumping toxic waste into the mines around the small town of Clear Sky, causing mosquitoes to mutate into giant beasts that kill and attack anything including humans. A lawman of the town sheriff, Roy Boone, and his reunited love Sarah Crosby must put a stop to both the pollution and the bugs. The body counts keep rising which causes the locals to feel that they have to move out of the city. Lawrence Hammer (Lowe) and Dean Mazzoli (Hansen) are two Naval Officers undergoing the rigorous and demanding Navy BUD/s training program. Both men quest to become Navy SEALs. The two men’s feud eventually is seen by the training instructs and after being punished in a “military manner” the two become friends. On liberty Mazzoli takes an interest in Barbara, a known love interest and friend of Hammer’s. Barbara and Mazzoli share a romantic moment under a capsized canoe but Mazzoli breaks away before anything further happens knowing that his friend Hammer has been “with” her for a while. Later that night Hammer and Barbara elope and Mazzoli is shocked but accepts the marriage.

The film opens with Maria (Kashina Kessler) heading to camp. However, she is chased into an alleyway by a large truck, driven by serial killer Angela Baker (Pamela Springsteen), before being run over. Angela disposes of the body in a trash compactor, before posing as Maria and boarding the bus to Camp New Horizon, which was once Camp Rolling Hills where Angela massacred campers the year before. After arriving, news reporter Tawny Richards (Randi Layne) interviews the many campers who are taking part in "an experiment in sharing", seeing different social classes living together.
