United States Naval Aviator LT Pete "Maverick" Mitchell and his Radar Intercept Officer (RIO) LTJG Nick "Goose" Bradshaw fly the F-14A Tomcat aboard USS Enterprise (CVN-65). They, with Maverick's wingman "Cougar" and his RIO "Merlin", intercept Mikoyan-Gurevich MiG-28s over the Indian Ocean. Cougar engages one of the hostile aircraft and afterwards is too shaken to land, despite being low on fuel. Maverick defies orders and assists Cougar despite also being low on fuel. Cougar gives up his Wings of Gold, citing his newborn child that he has never seen. In Gotham City, Batman stops a hostage situation in a bank caused by Two-Face, the alter ego of the disfigured former district attorney, Harvey Dent. However, Two-Face escapes. Edward Nygma, a researcher at Wayne Enterprises, develops a device to beam television directly to a person's brain; Bruce Wayne—with whom Nygma is obsessed—rejects the invention, noting that it "raises too many questions", and Nygma angrily resigns from his position after killing his supervisor Fred Stickley, and forging his suicide note and footage. Everybody except Bruce is convinced it was a genuine suicide. During a news report, it shows how Harvey Dent became Two-Face: While he was prosecuting Sal Maroni, Maroni threw acid in Harvey's face; Batman tried to stop him but failed. After meeting Batman-obsessed psychiatrist Dr. Chase Meridian, Bruce invites her to a charity circus event. There, Two-Face and his henchmen storm the event in an attempt to discover Batman's secret identity, and in the process murder The Flying Graysons, a family of acrobats who attempt to stop him. The youngest member, Dick, survives and throws Two-Face's bomb into the river to detonate safely underwater but the rest of the family dies.

However, Waingro impulsively kills one of the guards, forcing the robbers to kill the remaining two so as to leave no witnesses. An infuriated McCauley tries to kill Waingro afterwards, but he escapes. Afterwards McCauley's fence, Nate (Jon Voight), suggests they try to sell the bonds back to Van Zant, who agrees but secretly instructs his men to kill McCauley at the meeting. With backup from his crew, McCauley thwarts the ambush and vows revenge.

A prophecy states that a female child with a special birthmark will herald the downfall of the evil sorceress Queen Bavmorda. Bavmorda imprisons all pregnant women in her realm to prevent fulfilment of the prophecy. When the prophesied child is born, the mother begs the midwife to take her to safety. The midwife reluctantly accepts, and leaves Nockmaar castle unnoticed. The mother is executed, and the midwife is eventually found. Knowing she cannot escape, she sets the baby on a makeshift raft of grass and sends her down the river, hoping for fate to run its course. Bavmorda sends her daughter Sorsha and General Kael to find the baby so that the prophecy can never be fulfilled.

Nick Rivers (Kilmer), a United States rock star, has the number one song in America ("Skeet Surfing"). He travels to East Germany to perform at a cultural festival, and at a dinner, he sees the beautiful Hillary Flammond (Gutteridge), a member of the resistance movement, attempting to avoid the authorities. He pretends to be her date to get to know her, and performs an impromptu song and dance ("Tutti-Frutti") mistakenly thinking that he was asked to do so, to the delight of Hillary and the crowd but to the annoyance of the emcee who intended to introduce someone else. He later sees Hillary at a ballet, where she is trying to meet with a resistance contact, but is met by the police instead. Nick saves her and they try to escape, but Nick turns himself in so that Hillary can get away. He is taken to a prison where he is questioned and tortured, but he knows nothing and does not break. In an escape attempt, he ends up in the secret lab of Dr. Paul Flammond (Gough), a brilliant scientist developing the "Polaris naval mine", a device that can destroy the entire NATO submarine fleet; the Germans force him to work by threatening to kill his daughter Hillary. Nick is recaptured and scheduled for execution.

August 2005, New Orleans, Louisiana. Terence McDonagh (Nicolas Cage) is a New Orleans Police Sergeant. While cleaning out a locker after Hurricane Katrina, he notices that a prisoner may not have been transferred. When he finds the prisoner about to drown, he mocks him before eventually jumping in the water to save him. He is promoted to lieutenant and given a medal for his work, but has suffered a serious back injury because of the rescue. As a result, he is prescribed Vicodin which he will most likely need to take for the rest of his life to manage the pain.
