Vernon L. Walker (May 2, 1894 – March 1, 1948) was an American special effects artist and cinematographer. He was nominated for four Academy Awards for Best Special Effects. He worked on more than 220 films during his career, starting out as a head cameraman for Otis B. Thayer's Art-O-Graf Film Company in 1919.

In New York Harbor, Carl Denham, famous for making wildlife films in remote and exotic locations, charters Captain Englehorn's ship Venture for his new project, but he is unable to secure an actress for a female role he reluctantly added. Denham searches the streets of New York for a suitable woman. He meets penniless Ann Darrow and convinces her to join him for the adventure of a lifetime. The Venture quickly gets underway. The surly first mate, Jack Driscoll, gradually falls in love with Ann. After weeks of secrecy, Denham finally tells Englehorn and Driscoll that their destination is Skull Island, an uncharted island shown on a map in Denham's possession. Denham speaks of something monstrous there, a legendary entity known only as "Kong".

The story picks up about a month after the dramatic finale of the previous film and follows the further adventures of filmmaker Carl Denham, now implicated in numerous lawsuits following the destruction wrought by Kong. Denham leaves New York with the captain of the Venture, Captain Englehorn, who is certain it is just a matter of time before he is similarly served. Their efforts to make money shipping cargo around the Orient are less than successful. In the Dutch port of Dakang, Denham is amused to see there's a "show" being presented, so he and Englehorn attend. It turns out to be a series of performing monkeys, capped by a song ("Runaway Blues") sung by a young woman named Hilda.

After criminology professor Richard Wanley sends his wife and two children off on vacation, he goes to his club to meet friends. Next door, Wanley sees a striking oil portrait of Alice Reed (Joan Bennett) in a storefront window. He and his friends talk about the beautiful painting and its subject. Wanley stays at the club and reads Song of Songs. When he leaves, Wanley stops at the portrait and meets Reed, who is standing near the painting watching people watch it. Reed convinces Wanley to join her for drinks.

Virginia Radcliff (Frances Dee) is enrolled at the exclusive Crockett Hall finishing school by her mother (Billie Burke), with the acquiescence of her wealthy businessman father (John Halliday). Businessman Eddie Clark (Edwards) tells a reporter the story behind his conglomerate of products branded as the "Bamboo Blonde". During the Pacific War, Captain Patrick Ransom, Jr. (Wade), the pilot of a B-29 bomber is stood up by his fiancée Eileen Sawyer (Greer) on the way to meet his new crew at a New York nightclub, owned by Clark. Instead, he sees Louise Anderson (Langford), a beautiful blonde singer at the nightclub. Although engaged, he falls in love with the singer, but has to leave next day for action in the Pacific, joining an experienced bomber crew as their new pilot. The crew is reluctant to accept their new "skipper" and decide to dump him at the out-of-bounds nightclub, coming back later to find the Captain and the torch singer kissing.

Set in 1761 in London, the film focuses on events at St. Mary's of Bethlehem Asylum, a fictionalized version of Bethlem Royal Hospital, also known as "Bedlam." After an acquaintance of aristocrat Lord Mortimer dies in an attempt to escape from the asylum, apothecary general Master George Sims (played by Karloff, a fictionalized version of an infamous head physician at Bethlem, John Monro) appeases Mortimer by having his "loonies" put on a show for him. Mortified by the treatment of the patients, Mortimer's protégé Nell Bowen (Lee) seeks the help of Whig politician John Wilkes to reform the asylum. Mortimer and Sims conspire to commit Nell to the asylum, where her initial fears of the fellow inmates do not sway her sympathetic commitment to improving their conditions. Frustrated by Nell's progress with the inmates, Sims threatens her with his strongest "cure" but his attempt is thwarted by the very inmates that Nell helped. Ultimately, Sims is literally "deposed" and Nell is rescued by her Quaker friend who had counselled her through the whole process.
