The story centers around Max Havoc (Mickey Hardt), an ex-kickboxing champion known as "Mad Max", turned globetrotting sports photographer. Max quit kickboxing after accidentally killing a fellow boxer during an unlikely comeback in the ring, but still suffers from flashbacks to the fight. After a bar scuffle over a biker girl (Nikki Ziering), his agent (Diego Walraff) sends him to Guam for a publicity photo shoot. There, Max encounters Tahsi (Richard Roundtree), his former kickboxing coach, now an antiques dealer, and promises to catch up with him later. While photographing an outrigger canoe race from a jet ski, Max rescues Christy Goody (Tawney Sablan), a vacationer who was about to be unwittingly run over by the canoes. In the process, he knocks over one of the canoes, earning the wrath its head rower, Moko (Pyun veteran Vincent Klyn). He is also admonished by Jane (Joanna Krupa), Christy's sister, for his brazen driving. However, she later apologizes and agrees to a dinner date.

In the year 2074, the cybernetics market is dominated by two rival companies: USA's Pinwheel Robotics and Japan's Kobayashi Electronics. Cyborgs are commonplace, used for anything from soldiers to prostitutes. Casella "Cash" Reese (Jolie) is a prototype cyborg developed for corporate espionage and assassination. She is filled with a liquid explosive called "Glass Shadow". Pinwheel plans to eliminate the entire Kobayashi board of directors using Casella to precipitate a hostile takeover and obtain a monopoly over the cyborg market. She is programmed to mimic human senses and emotions such as fear, love, pain and hate. Guided by Mercy (Palance), a renegade prototype cyborg who can communicate through any electronic device, she and her combat trainer Colton Ricks (Koteas) escape the Pinwheel facility so she can avoid self-destruction, something that most corporate espionage cyborgs face. The cyborg Gabriel was created to destroy all other cyborgs. He later rescues Nea by killing the cyborg Simon. Gabriel trains Nea to become a cyborg killer and help him. They continue to kill cyborgs until Gabriel is torn in half by one of his targets and taken to the cyborg camp. Nea follows Jacob and challenges the cyborg leader Job to a fight. Finding Gabriel she straps him to her back and they battle cyborgs until Gabriel can attach a dead cyborg's legs to himself. They pursue Job, but before they can catch him the Master Builder captures Nea's brother, taking him to Cyborg City. During a battle Job tells Gabriel that the cyborg population can't be stopped. Job dies moments later. Gabriel and Nea ride off in search of her brother.

It is one year after the events of the first film. It is revealed that kickboxing brothers Kurt and Eric Sloane have been killed by Tong Po in Thailand. Johnny Utah is a former Ohio State Buckeyes quarterback and rookie FBI Agent. He is assigned to assist experienced agent and veteran, Angelo Pappas, in investigating a string of bank robberies by the "Ex-Presidents"; a gang of robbers that wear face-masks depicting former US presidents Ronald Reagan, Richard Nixon, Lyndon B. Johnson, and Jimmy Carter to disguise their true identities. They only raid the cash drawers in the banks that they rob—never going for the vault—and are out within 90 seconds. Pursuing Pappas' theory that the criminals are surfers, Utah goes undercover to infiltrate the surfing community. He concocts a story to persuade orphaned surfer Tyler Endicott to teach him to surf, she having saved him from drowning. Through her he meets Bodhi, the charismatic leader of a gang of surfers comprising Roach, Grommet, and Nathaniel. The group are initially wary of Utah, but accept him when Bodhi recognizes him as the former college football star. As he masters the art of surfing, Utah finds himself increasingly drawn to the surfers' adrenaline-charged lifestyle, Bodhi's philosophies, and Tyler. Following a clue retrieved by analyzing toxins found in the hair of one of the bank robbers, Utah and Pappas lead an FBI raid on another gang of surfers. Despite their criminal records, these surfers turn out to not be the Ex-Presidents and the raid inadvertently ruins a DEA undercover operation.
