Walter Jack Gotell (15 March 1924 – 5 May 1997) was a German actor, known for his role as General Anatol Gogol, head of the KGB, a (sometime) Bond ally in the Roger Moore-era of the James Bond film series, (as well as having played the role of Morzeny, a villain, in From Russia With Love). He also appeared (as Gogol) in the final part of The Living Daylights (1987), Timothy Dalton's first Bond film.

T.C., the head counselor at Camp Rolling Hills, is at a campfire with the male campers Sean, Rob, Anthony, Judd, Charlie and Emilio. Also there is Phoebe, who has sneaked away from her cabin to be with the boys. As Phoebe tells the story about the killings of the previous film at Camp Arawak, her head counselor Angela appears and forces her to go back to the cabin. After the pair get into an argument, Phoebe becomes lost, only to be attacked by Angela who hits her over the head with a log before cutting her tongue out.

The film begins with a rogue agent, Maclain (Kate Orsini), in one of the rooms in the Bodega Bay Inn, reading Toulon's diary, hoping to find some secret to the formula. The diary bursts into flames. As Maclain enters the basement, she finds a man named Eric Weiss (Jacob Witkin) talking to the last Toulon puppets: Blade, Pinhead, Jester, Tunneler, and Six Shooter. Eric explains that he knew Toulon before he died, and that he swore he wouldn't pass it to anyone else. Maclain threatens Eric with a gun. Eric then takes out a tape recorder, and plays a recording that Toulon left him.

The story is based on the myth of King Arthur. A young, inexperienced squire Valiant, masquerading as Sir Gawain, is sent to accompany the Welsh princess Lady Ilene, a guest at Camelot, on her way back home. Little he knows that, meanwhile, the evil sorceress Morgan le Fay has convinced the Viking warlord Sligon, ruler of the kingdom of Thule, to steal the magical sword Excalibur during a joust tournament. Valiant and the princess become part of the struggle of "he who holds the sword rules the world" which leads them both to love and Valiant to his princely destiny, as it turns out he is the rightful heir to the throne of Thule. The usurper is eventually killed by his brother Thagnar, who also captures Ilene. In a final confrontation, the villains are killed and Valiant rescues the princess and recovers Excalibur.

The film is set during 1941 (in contrast to Puppet Master 1 establishing that Toulon committed suicide in 1939, and should've been 1938) in World War II Berlin. A scientist named Dr. Hess is forced by the Nazis, especially his Gestapo liaison Major Kraus, to create a drug capable of animating corpses to use as living shields on the battlefield after losing too many on the Eastern Front. But, Dr. Hess cannot get it right: While the corpses do reanimate, they have a tendency towards mindless violence. In a small theater downtown, Andre Toulon has set up a politically satirical puppet show for children, starring a six-armed American Old West puppet named Six Shooter, who attacks an inanimate reconstruction puppet of Adolf Hitler. The show is, next to a crowd of children, also attended by Lt. Erich Stein, Kraus' driver. After the performance, Toulon and his wife Elsa feed the puppets with the formula which sustains their life force, but they are watched by Stein, who informs his superior the next morning. Hess, genuinely fascinated by the formula, wants Toulon to freely share the secret with him, but Kraus wants to take Toulon in for treason.

James Bond—Agent 007—is assigned to aid the defection of a KGB officer, General Georgi Koskov, covering his escape from a concert hall in Bratislava, Czechoslovakia during the orchestra's intermission. During the mission, Bond notices that the KGB sniper assigned to prevent Koskov's escape is a female cellist from the orchestra. The film follows Melinda, a female employee of the Pentagon's public information service, who loses her job when she refuses to give in to her male superiors' sexual advances. She then becomes outraged by the Pentagon's "un-patriotic" actions, and takes revenge on them by using her physical charms to seduce the top brass into letting her back into the Pentagon. After being re-employed, she sets out to manipulate them to her will and destroy their careers, thus ridding the US government of what she sees as "perverts", who care more about cheap thrills than national security. She eventually seduces the Russian ambassador into betraying valuable military secrets by offering him among other things "the most scrumptious little breasts" as well as something (left unsaid) which she declares to be the "softest, moistest, sweetest". In the end she is appointed Secretary of Defense as a reward.

British agent 009 is found dead at the British embassy in East Berlin, dressed as a circus clown and carrying a fake Fabergé egg. MI6 immediately suspects Soviet involvement and, after seeing the real egg appear at an auction in London, sends James Bond—agent 007—to investigate and find out who the seller is. At the auction Bond is able to swap the real egg with the fake and engages in a bidding war with exiled Afghan prince Kamal Khan, forcing Khan to pay £500,000 for the fake egg. Bond follows Khan back to his palace in Rajasthan, India, where Bond defeats Khan in a game of backgammon. Bond escapes with his Indian colleague Vijay, evading Khan's bodyguard Gobinda's attempts to kill them both. Bond is seduced by one of Khan's associates, Magda, and notices that she has a blue-ringed octopus tattoo. Magda steals the real Fabergé egg fitted with a listening device by Q, while Gobinda captures Bond and takes him to Khan's palace. After Bond escapes from his cell he listens in on the bug in the Fabergé egg and discovers that Khan is working with Orlov, a Soviet general, who is seeking to expand Soviet control into Central Europe.

In 1943, the Nazi military occupies Rome. Pope Pius XII (John Gielgud) is approached by General Max Helm and SS Head of Police for Rome Lieutenant Colonel Herbert Kappler (Christopher Plummer). The Colonel expresses concern that escaped Allied prisoners may attempt to seek refuge in the Vatican, and requests permission to paint a white line across St. Peter's Square in order to mark the extent of Vatican sovereignty. The British spy boat St Georges, which holds the Automatic Targeting Attack Communicator (ATAC), the system used by the Ministry of Defence to communicate with and co-ordinate the Royal Navy's fleet of Polaris submarines, is sunk after accidentally trawling an old naval mine in the Ionian Sea. MI6 agent James Bond, code name "007", is ordered by the Minister of Defence, Sir Frederick Gray and MI6 Chief of Staff, Bill Tanner, to retrieve the ATAC before the Soviets, as the transmitter could order attacks by the submarines' Polaris ballistic missiles.
