George Newman ("Weird Al" Yankovic) is a Walter Mitty-esque daydreamer whose hyperactive imagination keeps him and his friend Bob (David Bowe) from holding a steady job. George's uncle Harvey Bilchik (Stanley Brock) wins the deed to Channel 62, a UHF television station on the verge of bankruptcy, through gambling in a game of poker, with a couple of sevens ("I was bluffing!"). After prodding by his wife Esther (Sue Ane Langdon), Harvey reluctantly gives control of Channel 62 to George. George and Bob meet the Channel 62 staff which is made up of the receptionist and wannabe reporter Pamela Finklestein (Fran Drescher), dwarf photojournalist and cameraman Noodles MacIntosh (Billy Barty), an unnamed overweight cameraman, (Lou B. Washington), and eccentric engineer Philo (Anthony Geary). George attempts to introduce himself to the rival VHF network station, Channel 8, but its owner, the cynical R. J. Fletcher (Kevin McCarthy), angrily chases him out. On his way out of the station he encounters janitor Stanley Spadowski (Michael Richards), who was recently unjustly fired by Fletcher. George offers him a janitorial job at Channel 62.

"The Kid" is the talented but troubled frontman of his Minneapolis-based band, The Revolution. To escape his difficult home life - his father is verbally and physically abusive, and his mother is emotionally abusive - he spends his days rehearsing and his nights performing at the First Avenue nightclub. First Avenue's three house band slots are held by The Revolution, the flashy Morris Day and his group The Time, and Dez Dickerson and The Modernaires. Morris knows that the Kid's guitarist, Wendy, and keyboardist, Lisa, are growing disgruntled with the Kid's leadership of the band, especially his refusal to play any of the music they have composed. Taking advantage of the situation, Morris lobbies Billy Sparks, the nightclub's owner, to back a more commercial girl group (which Morris is already forming) to replace the Revolution. He targets the Kid's girlfriend Apollonia - an aspiring singer, newly-arrived in Minneapolis - for his girl group, and tries to persuade her that the Kid will never help her establish herself because he can't even establish himself. Apollonia eventually relents and joins Morris' group, which Morris names Apollonia 6. When she reveals her partnership with his rival to the Kid, he becomes furious and slaps her, mirroring his father's actions.

It's a seemingly idyllic summer in 1935, and identical twins Niles and Holland Perry play around the bucolic family farm. Holland is an amoral mischief maker, though sympathetic Niles is often caught in their shenanigans. Niles carries a Prince Albert tobacco tin with him containing several secret trinkets, including something mysteriously wrapped in blue wax paper, and the Perry family ring, which had been handed down from their grandfather, through their father, to Holland, the older twin. Niles asks Holland to confirm that the ring is now indeed his. "Cripes yes, I gave it to you," is the response. Niles asks Holland to take the ring and the wrapped object back, but Holland insists "I gave them to you, they're yours now." Their obnoxious cousin Russell, whom the boys call "Piggy Lookadoo" behind his back, finds them in the apple cellar below the barn--a place they are not supposed to play--and happens to see the contents of the tobacco tin, including the ring. Russell cryptically states that the ring was supposed to be buried, and promises to "tell on" Niles to his father, Niles' Uncle George. Uncle George padlocks the door to the apple cellar to keep the kids from playing there, but there is another stairway inside the barn, giving them access to the cellar.
