While at the drive-in on Halloween during the annual showing of The Town That Dreaded Sundown, Jami Lerner (Addison Timlin) and Corey Holland (Spencer Treat Clark) are watching the film. Realizing that she is not enjoying it, they decide to leave. Parked in a secluded area, they begin to talk and kiss, but Jami sees the Phantom in the woods. They decide to leave but the Phantom breaks the window and makes them get out of the car while pointing a gun at them. He makes Holland remove his pants and lie on the ground. He tells Jami to turn around and to not look back. The Phantom begins to slash Corey to death. Jami runs off but is caught when she falls. He tells her, "This is for Mary. Make them remember." Jami walks back to the drive-in and collapses. The next morning, police interview her at the hospital. Later that night, Jami and her grandmother, Lillian (Veronica Cartwright), watch the news about the attack. Jami asks her grandmother what she remembers from the original attacks. She researches the crimes. The next day, she visits Corey's funeral.

After being rescued from the destroyed arena in the 75th Hunger Games, Katniss Everdeen, along with fellow Victors Beetee and Finnick Odair, are taken to District 13, an independent district isolated from the rest of Panem that has been spearheading the rebellion, where she is reunited with her mother and sister Prim. While recuperating, she is introduced to President Alma Coin, the rebel leader, and is told that her actions in the arena sparked riots and strikes against the Capitol. Coin asks her if she will become the "Mockingjay"—the symbol of the rebellion—as part of their "hearts and minds" strategy. Katniss flatly declines, angrily reminding her that they left Peeta Mellark, her portrayed lover and fellow District 12 tribute, behind in the arena. At the suggestion of Plutarch Heavensbee, the former Gamemaker, she is taken to see the ruins of District 12, which was completely leveled by a Capitol bombing campaign (with the exception of the houses in the Victor's Village). After seeing that Peeta is being used by Capitol state television to quell the rebellion, Katniss reluctantly changes her mind and agrees to become Coin's Mockingjay, on the condition that Peeta and the other victors will be rescued and pardoned at the earliest opportunity, and that her sister, Prim, will be allowed to keep her cat.

The film opens with George W. Bush (Josh Brolin), dreaming of being a baseball player and is in the stadium with a empty crowd cheering for him. In 1966, Bush endures an alcohol-fueled initiation by his fellow Yale University students as a Delta Kappa Epsilon pledge. During the hazing, Bush successfully recalls the names and nicknames of many of the fraternity members, and states that his family's political legacy is one in which he has no interest. A little later, after Bush is jailed in New Jersey for rowdiness following a football game, his father, George H. W. Bush (James Cromwell), states that he will help Bush, but for the last time. Following his graduation from Yale, Bush takes a job at an oil patch back in his home state of Texas, but he quits after only a few weeks. In 1972, "Junior" reveals his real aspirations in a father-son talk: working in professional baseball, in some capacity. However, Darrin has achieved so much under false pretenses and faked his college degree and high school diploma. Darrin also lied about being the son of a congressman, and his lies soon catch up with him and get him in trouble with his paranoid boss (Dakin Matthews) and Darrin loses his job. After being tracked down by a private investigator, Darrin soon finds out that Aunt Sally has died.
