William Mesnik (born 1953) is an American character actor, musician and playwright who appeared in numerous films and television series of the 1990s and 2000s.

He started his career as a singer-songwriter in the mid-1970s, playing in such Greenwich Village coffee houses as Paul Colby's The Other End.

He honed his playwriting skills as a regular contributor to The West Bank Downstairs Theater Bar repertory during the 80s, then went on to create several genre-bending musical theater pieces, including his music-drama about folk singers during the blacklist Three Songs (Fremont Centre Theatre, 1997, revived in 2002), garnering "Critic's Choice" in the Los Angeles Times and a "Best Ensemble" Nomination (LA Weekly Theater Awards).

In 2000 he released an album, Campaign Songs, as an accompaniment to his drama Muckrakers: an evening of presidential campaign songs and family dysfunction, which debuted at FCT on the eve of the United States presidential election.

A graduate of the Yale School of Drama, Mesnik's theatrical resume encompasses Broadway (La Bête; Oh! Calcutta!), Off-Broadway (Modigliani; A Weekend Near Madison; Smoke On The Mountain; The Good Times Are Killing Me; The Rimers of Eldritch - and others), major regional venues such as Yale Rep, The Old Globe, McCarter Theatre, The Kennedy Center, and Actors Theater of Louisville, and European-American collaborative productions of Shakespeare's King Lear and Chekhov’s Ivanov (Moscow Art Theatre). In 2002, he was nominated for an Ovation Award for his role as Holofernes in Shakespeare's ''Love's Labours Lost,produced by A Noise Within.

He became a familiar face in the 90s and 2000s from his numerous commercial, episodic television and film appearances, including: L.A. Law, Law & Order, Lois and Clark, Murphy Brown, That '70s Show, Spin City, 3rd Rock from the Sun, Dharma & Greg, Curb Your Enthusiasm, Minority Report, Titanic, Stonebrooke, and two films by John Schlesinger: The Next Best Thing, and Eye for an Eye''.

In April 2054, Washington, D.C. has a special police force called PreCrime that stops murderers before they act. Murders are predicted using three Precogs, mutated humans who "previsualize" crimes by receiving visions of the future. Over the past six years, PreCrime has successfully reduced the city's murder rate to zero, and the Federal government is on the verge of adopting it, even though the public finds it controversial. Captain John Anderton (Tom Cruise), the head of PreCrime, has been suffering from drug addiction since the unresolved disappearance of his son, Sean, which led to his wife, Lara (Kathryn Morris), divorcing him. With PreCrime poised to go nationwide, the system is being audited by Danny Witwer (Colin Farrell), an agent from the United States Department of Justice. In the middle of the audit, the Precogs generate a new prediction, one saying that Anderton will murder a man named Leo Crow in thirty-six hours. Anderton does not know Crow, but flees the area as Witwer begins a manhunt.

In Gotham City, Batman stops a hostage situation in a bank caused by Two-Face, the alter ego of the disfigured former district attorney, Harvey Dent. However, Two-Face escapes. Edward Nygma, a researcher at Wayne Enterprises, develops a device to beam television directly to a person's brain; Bruce Wayne—with whom Nygma is obsessed—rejects the invention, noting that it "raises too many questions", and Nygma angrily resigns from his position after killing his supervisor Fred Stickley, and forging his suicide note and footage. Everybody except Bruce is convinced it was a genuine suicide. During a news report, it shows how Harvey Dent became Two-Face: While he was prosecuting Sal Maroni, Maroni threw acid in Harvey's face; Batman tried to stop him but failed. After meeting Batman-obsessed psychiatrist Dr. Chase Meridian, Bruce invites her to a charity circus event. There, Two-Face and his henchmen storm the event in an attempt to discover Batman's secret identity, and in the process murder The Flying Graysons, a family of acrobats who attempt to stop him. The youngest member, Dick, survives and throws Two-Face's bomb into the river to detonate safely underwater but the rest of the family dies.
