The plot follows the general outline of the novel of the same name, omitting many details and some entire episodes. The narrative is strictly chronological and avoids the digressions required to mirror the novel's structure. Many of the novel's minor characters do not appear or are combined. For example, the role of the Thénardiers is reduced to a scene in which Valjean ransoms Cosette from them.

Starting in 1527, Henry has a problem: he reveals his dissatisfaction with his wife, Catherine of Aragon (Irene Papas). He is currently enjoying a discreet affair with Mary Boleyn, a daughter of Sir Thomas Boleyn who is one of his courtiers; but the King is bored with her too. At a court ball, he notices Mary's 18-year-old sister Anne (Geneviève Bujold), who has just returned from her education in France. She is engaged to the son of the Earl of Northumberland and they have received their parents' permission to marry. The King, however, is enraptured with Anne's beauty and orders his Lord Chancellor, Cardinal Wolsey, to break up the engagement.

In 1943, Royal Navy Lieutenant Commander Ewen Montagu (Clifton Webb) comes up with a scheme to deceive the Nazis about the impending invasion of southern Europe. It entails releasing a body just off the coast of Spain, where strong currents will almost certainly cause it to drift ashore in an area where a skilled German secret agent is known to operate. The corpse will appear to be the victim of an airplane crash, the non-existent Royal Marine Major William Martin, who is carrying letters that describe a forthcoming Allied invasion of Greece, rather than the obvious target of Sicily. Time is short, but the impatient Montagu is finally given approval to carry out the mission.

In the early months of the Second World War, Nazi Germany's Kriegsmarine sends out merchant raiders to attack Allied shipping. The Royal Navy responds with hunting groups whose mission is to stop them. The group that finds the heavily armed pocket battleship Admiral Graf Spee near South America is outgunned: Graf Spee is equipped with long-range 11-inch guns, while the British heavy cruiser Exeter has much lighter 8-inch guns, and the light cruisers Ajax and Achilles have 6-inch guns. Despite this, they go straight to the attack.
