En 1965, l'analyste Daniel Ellsberg se rend sur le front de la guerre du Viêt Nam pour y observer l'avancement des troupes américaines, pour le compte du secrétaire à la Défense, Robert McNamara. En 1971, Daniel Ellsberg travaille désormais pour RAND Corporation. Il décide de photocopier secrètement des rapports sur le progrès du conflit au Viêt Nam, depuis la présidence de Harry S. Truman à 1967, révélant le double discours des différentes administrations américaines sur les chances de victoire des États-Unis au Vietnam. Les gouvernements successifs ont ainsi caché au peuple américain la réalité de l'enlisement du conflit. Daniel Ellsberg divulgue alors des informations au New York Times. Le journal est cependant mis en garde par la justice, sous la pression du président Richard Nixon, sur les conséquences de la publication d'informations nationales classées secrètes. D'abord sur la touche, le Washington Post va récupérer le scoop grâce à la motivation de son rédacteur en chef, Benjamin Bradlee. Ce dernier va inciter la directrice du journal, Katharine Graham, à publier les fameux Pentagon Papers. Mais cette dernière doit aussi faire face à son conseil d'administration et à la future entrée en bourse de son journal. Le film s'achève sur l'arrêt de la Cour Suprême New York Times Co. v. United States, dans lequel les équipes du Washington Post s'alignent avec celles du New York Times parmi les parties convoquées, ce qui ouvre la voie sur la scène finale, montrant le Watergate de nuit, théâtre du scandale du Watergate, démarré en 1972 et qui mettra fin à la présidence Nixon en 1974.

Susan Cooper (Melissa McCarthy) is a desk-bound CIA analyst guiding her partner Agent Bradley Fine (Jude Law) on a mission to Varna from a CIA office in the Washington, D.C. area. Fine kills Tihomir Boyanov after he sneezes without first finding a suitcase nuke whose location is known only to Boyanov. The comedy centers on Glen "Fitz" Fitzgerald (James Pumphrey), a young man, marijuana dealer, and former rock band drummer living in Los Angeles, California. His best friends dropped out of the band, Torigl, three months prior, causing the group to part and him to fall back on selling weed in his garage. He dates Monica (Abby Elliott), who works at a news company, and hangs out with his rebellious teen neighbor, Jimmy (Dylan O'Brien), who skips school. Detective Allen Gamble is a mild-mannered forensic accountant. Both the UK and the US are hinting at a military intervention in the Middle East. During a radio interview on BBC Radio 4's PM programme, Minister for International Development Simon Foster (Tom Hollander) accidentally states that a war in the Middle East is "unforeseeable". The Prime Minister's Director of Communications, Malcolm Tucker (Peter Capaldi) scolds him and tells him to toe the line of intervention. Joining the department on his first day, Simon's new aide Toby Wright (Chris Addison) manages to get him into the Foreign Office meeting that day through his girlfriend Suzy (Olivia Poulet), who works there. Leading the meeting is the US Assistant Secretary of State for Diplomacy Karen Clarke (Mimi Kennedy), who is against military intervention and flags a report by her assistant Liza Weld (Anna Chlumsky) titled "Post-War Planning, Parameters, Implications and Possibilities" (PWPPIP). The report heavily opposes intervention, noting the lack of intelligence except that which is coming from the source "Iceman". Also during the committee it is hinted at that the US Assistant Secretary of State for Policy, Linton Barwick (David Rasche), may have set up a secret war committee. After the meeting Simon is ambushed by reporters and contradicts his previous statements by saying the government has to be prepared to "climb the mountain of conflict." Malcolm again scolds him for making too many waves.
