Siu-bak-choi (lit. "Little Cabbage") is a servant of the physician Yeung Nai-mou. Yeung is open towards the topic of sex, which is usually considered taboo in traditional Chinese society. He invents a type of condom to help people avoid contracting sexually transmitted diseases, but his idea was not accepted and he was scorned at. Lau Hoi-sing, the lecherous son of a local judge, has an adulterous affair with Yeung's wife, but they are discovered by Little Cabbage. Yeung's wife tries to send Little Cabbage away by forcing the latter to marry Gok Siu-dai so as to prevent Little Cabbage from telling Yeung about her secret affair. Lau has been eyeing Little Cabbage for some time and he rapes her, but is discovered by Gok. Yeung's wife is afraid of being implicated so she instigates Lau to murder Gok and frame Yeung and Little Cabbage for the deed. The pair are put on trial and subjected to tortures to force them to "confess" to the crime.
After spending 13 years in jail for killing one of his opponents Chat Chai in the dressing room after breaking up the fight because of a quarrel with his girlfriend Pim, Mong Fu (Andy Lau), a washed up Muay Thai kickboxer returns to Thailand to look for his old love. Upon arrival in Bangkok, he finds out that she died and that he has a 14-year-old daughter. He finds the orphanage and meets his daughter and starts a relationship with sister Mioko who runs the orphanage. To clean his past, he challenges the current and more than 15 years younger champion, who wants to avenge Chai.

The story begins in early Republican China. Hero Hua (Ekin Cheng) is given his family heirloom, the Red Sword, and is accepted by Pride (Anthony Wong), a martial arts master, as a student after passing a test. When he returns home, he is horrified to see that his family have been murdered by Westerners for opposing the opium trade. That night, Hero breaks up the Westerners' party and kills them in revenge. He spends the rest of the night with his lover, Jade (Kristy Yang). The next morning, he flees from China and sails to America.
Wah Dee (Andy Lau), a young triad gangster, is the getaway driver in a jewelry store robbery. When the raid goes wrong, he takes a young woman named Jo Jo (Jacklyn Wu) hostage. The head of Wah Dee's gang, Trumpet, demands that she be killed, but Wah Dee resists and saves her. Despite the fact that Wah Dee and Jo Jo come from different backgrounds, the two fall in love but still face many difficulties.

Ice (Christine Ng), the leader of the killer organisation, sets a rule that whoever failed to achieve a task must die. Her underlings include her right-hand man Ko Sau (Andy Lau), nicknamed "Judge". During a mission, Ko Sau meets a fellow newcomer Yu-fung (Anita Yuen). During that time, he develops feelings for her. However, due to his lonely personality and the principles of an assassin career, it stalls the relationship. Despite this, they are still able to spend happy times together. During another mission, Ko Sau fails to complete the task when he saves a child. He apologizes to Ice and is willing to work unconditionally for her. However, Ice is determined to stick to the rules and sends Yu-fung to kill Ko, which Yu-feng is reluctant to do. On the other hand, hard boiled police inspector Tung Fai (Waise Lee) has gathered evidence of the organisation and holds a large scale hunt for Ko Sau and Ice's bodyguard Wong Cheung (Mark Cheng), who swears to kill Ko for revenge from a gunshot wound Ko had inflicted on him earlier. Under a lone and weak environment, with enemies all around him, Ko Sau and Yu-fung's relationship is also severely tested.
In a tea house in Hong Kong, Officer "Tequila" Yuen (Chow Yun-fat) and his partner Benny (Bowie Lam), attempt to arrest a group of gun smugglers while they are making a deal. After an ambush from another gang member, a fierce gun battle breaks out. The gangsters are defeated but with several police officers badly wounded, and Benny is killed. Tequila, seeking revenge, decides to kill the gangster who ambushed them, rather than arrest him. This angers his boss, Officer Superintendent Pang (Philip Chan), who wanted the gangster alive to testify. Tequila is ordered off the case.
In 1993, Wai Kat-cheung (Andy Lau) is an underling of Prince (Mark Cheng). Since Cheung was young, his father was a triad member so Cheung also joined the triad. One time when Prince owed Crazy Ball (Ben Ng) HK$3 million debt, Crazy Ball abducted Prince and Cheung rescues him by slicing Crazy Ball's left eye. Although he later became highly regarded by Prince and his status rose, he also had to pay a heavy price. He not only forged a vendetta with Crazy Ball, that night, his wife Cindy (Angie Cheung) also saw him slaughtering and went to help him but was run over by a car.
The story is set primarily on a train bound inland from Tibet. Sha Gen (played by Wang Baoqiang), a naïve village boy working as construction worker in Tibet, was returning home to get married. Refusing to believe that thieves exist in the world, Sha Gen insists on carrying his five years of savings worth ¥60,000 ($7,200 USD) with him rather than use remittance. Sha Gen also brazenly shouts his earnings in a crowded street. As such, he has attracted the attention of Wang Bo (Andy Lau) and Wang Li (Rene Liu), who are lovers as well as highly skilled professional thieves. Wang Bo wants to steal the money as a last hit to end their career, but Wang Li, pregnant with their child and moved by Sha Gen's innocence, decides to protect the boy.
