The film is centred on the lives of traditional Chinese musicians, dizi player Luo Shoucheng, pipa player Tu Weigang, sheng player Weng Zhenfa (翁鎮發) and composer Chen Dawei, all based in Shanghai. Following their retirement from local state-backed orchestras, the musicians – all friends – decide to reband and record new material over which they will have complete control. After the first recording sessions, the film follows the men's personal stories: Luo Shoucheng returns to the neighbourhood he lived in as a child; Tu Weigang reminisces about their lives during the Cultural Revolution; Chen Dawei enjoys time with his young son; and Weng Zhenfa continues his reinvention of his instrument (the sheng) with master craftsmen at a local workshop.

Roach and Starbuck, two hardcore punks from Montreal, try to form their own political party, but run out of time due to Canada's electoral process. Instead, they decide to campaign for political office as independent candidates in a rich Montreal district called Outremont. As they hit the campaign trail in one of Canada's wealthiest communities, each wants to do it his own way. While Roach proposes to reform the "rotting electoral system" as he calls it, Starbuck's punk rock performance art is designed to shock the electorate into waking the up. Roach mounts a media campaign proposing proportional representation; Starbuck campaigns door-to-door wearing a leather cape and a dildo, telling voters: "If you like it up the a**, vote Liberal!".
