500 years ago in the Joseon Dynasty. The Flute of the prophecy has fallen into the evil hands of the goblins, propelling the world into a whirlwind of disorder. The ancient Taoist wizards turn to the greatest ascetics of their time, the Master (Baek Yoon-sik) and Hwadam (Kim Yoon-seok) for help in vanquishing the goblins and trust each wizard with one half of the Flute. Meanwhile, the Master’s rascal student Jeon Woochi (Kang Dong-won) tricks the king with the art of transformation and creates a fiasco, which makes the three Taoist wizards and Hwadam visit the Master. But they find the Master murdered and his half of the Flute missing. Woochi is framed for the murder, and as punishment he and his trusty dog Chorangyi (Yoo Hae-jin) are imprisoned inside a scroll by the wizards.

He visits a pawn shop in Chinatown to buy Wuxia DVDs and discovers a golden staff. On his way home, Jason is harassed by some hooligans, whose leader Lupo attempts to use him to help them rob the shop-owner Hop. Hop tries to fight the thieves with the staff, but is shot and wounded by Lupo. He tells Jason to deliver the staff to its rightful owner and Jason flees with the staff. He is cornered on the rooftop by the hooligans and almost shot too, but he is pulled off the roof by the staff and falls backwards onto the asphalt.

Zhao Zilong begins his career by enlisting in Liu Bei's army. He befriends a fellow soldier, Luo Ping'an, who is also from his hometown in Changshan. Two years after the defeat of Majin Boo, Mr. Satan finally finishes construction on his brand new hotel. Feeling guilty that the hotel is in honor of what the majority of Earth believes to be his defeat of Boo, he invites all of the characters and their families to a banquet. Goku and Vegeta decide to spar, as they have dressed in their usual fighting outfits. Shortly after dinner, two Saiyan spaceships land just outside of town, and a mysterious Saiyan and his wife confront the heroes at the hotel. They are revealed to be Vegeta's younger brother, Tarble, who had been deemed too weak to fight in the past and was sent to a distant star before the destruction of Planet Vegeta, and his wife Gure, who is a small, cartoon-like alien. Tarble asks his brother for help in dealing with Abo and Kado, soldiers who are remnants of Freeza's army, who are causing havoc on his planet. Goku and Vegeta argue over who will fight the brothers. Even their sons and friends offer to join in, but so many fighting two people seems unfair, so Goku comes up with an idea to solve the issue.

The film is set in long-ago Rome during the reign of Emperor Tiberius Caesar. In the countryside, a group of travelers come across some sheep and kill some for food. They are interrupted by their owner, a ferocious cyclops, the last of his kind, which kills them all but one who escapes back to Rome. There he sends word to the Emperor that a cyclops has been sighted. He sends his best commander Marcus Romulus (played by Kevin Stapleton) to capture the mankiller. Though it costs him some of his men, Marcus succeeds and takes the cyclops back to Rome. Emperor Tiberius needs a new beast for his circus. When he sees how much attention the cyclops attracts, the emperor decides to use him instead of expensive lions.
