Celia (Jacklyn Wu) illegally enters Hong Kong from mainland China and works as a prostitute in order to earn money to save her younger brother from prison. While working for the first time, Celia witnesses the murder of a triad leader and gets framed for the murder. As triad members are chasing her, she is rescued by Frank (Aaron Kwok), a member of a biker gang. Frank came from a wealthy but broken family and always feels depressed. However, he later becomes inspired by Celia's upbeat personality and the two of them fall in love. Celia then leaves Frank in order to avoid bringing him into trouble with the triads, but Frank unconditionally sacrifices his life to save her.

Ran (Fiona Sit) is a 23-year-old girl that is burden with caring for her older brother Feng (Cheung Kwok Keung) who has a fatal hereditary disease called Arteritis that paralyzes the entire body. She also has to raise and care for his 6-year old daughter Shiayou (Cheung Ching-yu). Feng's wife had taken the entire family savings and left them when she found out he was diagnose with his illness. Ran must take in work as a seamstress at home to make a living and make ends meet. She cares for her brother and niece by day and works throughout the night to rush her work deadline. She doesn't have an easy life so she always has a depressive and sad expression on her face. To make matters worst Ran is afraid one day she or Shiayou will end up like her brother since his illness is hereditary.

While the film is a remake of the original Battles Without Honor and Humanity series, it has no direct similarities. Set in Osaka, it focuses on former childhood friends Kadoya Kaneo (Etsushi Toyokawa) and Tochino Masatatsu (Tomoyasu Hotei) as their lives cross paths again. Kaneo is now a yakuza member, while Masatatsu is a nightclub owner with a distaste for crime gangs. When a yakuza boss dies, a struggle for his position takes place between Kaneo's boss Awano (Ittoku Kishibe) and the young Nakahira (Kōichi Satō). Nakahira's men try to extort money from Masatatsu, bringing him in between a yakuza battle.

Alan Chan (Alan Tang) and Cheung Ho-tin (Chow Yun-fat) are orphans wandering in the streets of Macau who became sworn brothers together, they make a living by stealing. One day, while Tin was stealing food in a church, he is discovered by Ho Ka-hei (Pat Ha), who encourages him not to steal and subsequently brings food to him and his friends everyday until one day, when Ka-hei was adopted and the two farewell in tears. Alan and Tin struggles very hard and finally succeeds and become triad leaders. During a gang warfare, Alan and Tin kill Chiu, the underling of a major Macau triad leader Ko Lo-sei (Patrick Tse). Ko mobilizes his men to seek revenge but the strong-willed Alan strikes back. Then, the cunning Ko pretends to reconcile with Alan and provides news for Alan to traffick arms in Thailand. However, the arms dealer turns out to be Ko's rival, Uncle Pui, and Alan nearly lost his life. With his extraordinary courage, Alan gains Pui's trust and successfully makes business. At the same time, Alan also meets Macau singer Jenny and falls in love with her and brings her back to Macau. While Alan was highlighting danger in Thailand, Tin re-encounters Ka-hei in a Catholic school and after lay each other's heart bare, they get engaged. However, Ka-hei requests Tin to leave the underworld and wants to lead a peaceful life in Hong Kong. Tin summons his courage to tell Alan about this, but Alan, while preparing big business with Tin, becomes enraged. Having to choose between his lover and his brother, Tin sadly leaves Alan. When Ko discovers that Alan safely returned from Thailand, he falls out with him and annexes all his purchased arms, formally declaring war with Alan. Later, Alan falls into Ko's trap and becomes encircled where his underlings are fully wiped out and Jenny is also killed from protecting him. Alan decides to single-highhandedly deal with Ko. In Hong Kong, Tin hears news of it and leaves his beloved wife and returns to Macau to fight with Ko alongside Alan in a gunfight where after a fierce battle, the trio dies together.

Chan Yiu-hing (Simon Yam) possess adept driving skills and works as a car jockey alongside his friends Hung (Wan Yeung-ming), Chung (Roy Cheung) and Dee (Lau Ching-wan). Because Dee was a compulsive gambler, he owed a large amount of gambling debt to Lam Kwok-yeung (Ben Lam), a triad leader of the Wan Chai district and was badly beaten by Lam. Three schoolgirls are infatuated with a yakuza, Katsuta, of the Izu Clan. They meet another yakuza, "Diamond" Fuyu, of the rival Yoshida clan. As he gets a tattoo, two of the girls become squeamish and run off but Hanako, the best friend of the daughter of Sota Izu, boss of the Izu clan, stays to watch. She is intrigued with the yakuza world. Fuyu takes her to an illegal gambling den where Tetsu, a dealer, takes a liking to her. The police raid the den and Hanako is arrested but let off with a warning. Later, Tetsu runs into Hanako on the street and convinces her to help him pull a variant of the badger game, a scam in which, with the promise of sex, she is to lure a man to a hotel room where Tetsu will extort money from him by threat of blackmail. The scam fails when the man chases Testu off and Hanako is left stranded with the man.
