In November 1999, a group of young tourists—Stephen and his pregnant wife, Tristen, who are researching the Blair Witch for a book they are writing; Erica, a Wiccan; and Kim, a goth psychic—arrive in Burkittsville, Maryland, after seeing The Blair Witch Project. Jeff, a local man, is their tour guide and a paranormal investigator who says his equipment will capture any supernatural events that happen while they visit the Blair Witch site.
Kim Levitt is an aspiring journalist working for the L.A. Eye as a classified ads editor. Her boss, Eli, seems to give all of the men in her office the breaks, including her boyfriend Hank. When a woman is discovered dead on the sidewalk, half-burned into ashes in an apparent case of the spontaneous human combustion, Kim decides to pursue the story on her own without Eli's approval. Her first stop is The Munn Fresh Meat, a butcher shop run by Jo near the site of the suicide's landing. Kim asks him about the jumper. He tells her that the suicide probably got to the roof of the building she jumped throughout only, from the apartments there.
The original plot cast Davis as the title character, a chain smoking witch named Miranda, who has married Sam while his vegetarian daughter Jenny and son-in-law Steve are on vacation. They return to find their new stepmother has filled their refrigerator with meat and played havoc with their collection of herbs. To explain Davis' absence, the script was rewritten to introduce Miranda's daughter Priscilla, who takes on a human form while her mother's spirit inhabits the body of a cat. Priscilla then sets out to get Jenny who has figured out that there is something going on. She accuses her of messing up the kitchen while Jenny's on a bike ride. Priscilla ends up sleeping with Jenny's husband. The entire time she refuses to switch bodies with Miranda. Jenny then figures out that they're witches and tries to stop them from ruining her family.
The film starts out with a prolonged general historical narrative (albeit overly exaggerated and sensationalized for dramatic purposes), given by Gary Owens. Then a student, (played by Robert Short), researching early German settlements in Central Texas (Luckenbach), uncovers the grave of a formerly executed witch (played by Libby Hall). The vengeful witch rises from her grave and embarks on a campaign of seduction, revenge and murder against the descendants of those responsible for her death.
