Maya (Kavya Madhavan), a young television reporter works for New India Television. Radharamanan (Mukesh), the Managing Director of the channel has a fascination for Maya, who was brought up in an orphanage by Father Chanthakkadan (Thilakan). Maya herself takes up the responsibility of bringing up a few orphans, whom she has picked up from the streets. One of these kids is Devan (Master Devadas), who is sort of a child prodigy, with a computer-like mind and very good in studies and extra-curricular activities. R. C. After presumably defeating Apocalypse Inc., the Toxic Avenger has nothing to do. He tries to get a job but fails, as a normal job is no place for a hideously deformed creature of superhuman size and strength. Until one day, Toxie is told that his blind girlfriend Claire has a chance to see again, but it will cost a great deal of money. When the famous superhero gets the opportunity to work as a spokesman for Apocalypse Inc., he agrees so he can get money for Claire. As he was unaware of the evil nature of his employers, Apocalypse Inc. took over Tromaville and enslaved the populace. After Claire's surgery, she opens up Toxie's eyes and it is revealed that the Devil himself is the chairman of Apocalypse Inc. Things begin to make a change for the worse as the Toxic Avenger will be transformed back to his original form, the dorky Melvin Junko, and must face a showdown with the Devil. The Toxic Avenger defeats the Devil through the "Five Levels of Doom" trial ordeal, defeating Apocalypse Inc.

Meeting Ryuji Iwasaki, Yoko Usami, and their Buddyloid partners, Hiromu Sakurada and Cheeda Nick join them in the maiden voyage of the FS-0O, an original Buster Machine, and its Buddyloid Ene-tan. But upon being altered to an Enetron disruption in the Akeisho District, where the Enetron regulation system Tokyo Enetower (東京エネタワー, Tōkyō Enetawā) is located, Hiromu takes control of the FS-0O to finds a group of Bulgers gathering water for the Metaloid Steamloid. The Go-Busters battle the Buglers with the Buddyloids covering the civilians before Steamloid shoots off a steam that corrodes the Buddyloids' bodies. As the Buddyloids are being tended to, learning of their enemy's ability that explained why no Valgass Megazord is being transported, the Go-Busters find that Tokyo Enetower is emitting transport energy. By then, Masato Jin arrives and points the team to an item on the tower that would teleport the surrounding area to subspace for its Enetron Tanks once fully powered. With Masato unable to help as Beet J. Stag falls victim to Steamloid's steam, Ene-tan offers her aid to get the Go-Busters to Tokyo Enetower to defeat the Metaloid before deploying the Buster Machines.

Emperor Ming the Merciless declares that he will first play with and then destroy the Earth using natural disasters. On Earth, New York Jets football star "Flash" Gordon boards a small plane, where he meets travel journalist Dale Arden. Mid-flight, the cockpit is hit by a meteorite and the pilots are lost. Flash takes control and manages to crash land into a greenhouse owned by Dr. Hans Zarkov. Zarkov, who believes the disasters are being caused because an unknown source is pushing the Moon towards Earth, has secretly constructed a spacecraft which he plans to use to investigate. Zarkov's assistant refuses to go, so he lures Flash and Dale aboard. The rocket launches, taking them to the planet Mongo, where they are captured by Ming's troops.

In the year 2043, an evil crime lord (The General/M. Bison) is trying to take over the world. He was arrested and was sentenced to jail by the Judge. The General's minions, Kent (Ken), Thai King (Sagat), and Toyota (E. Honda) travel to the year 1993 to kill the Judge before he has a chance to get into office. During a battle with The General's minions, the Future Cops Lung (Ryu), Broom Man (Guile), Ti Man (Vega), and Sing (Dhalsim) hear of their plot. The Police Director decided to send them back to the past also to protect the Judge. Lung ultimately stays behind because he is the Police Director's brother in law.
