Vaanavaraayan (Rajinikanth) plays the role of a feudal chieftain, adored and respected by his village people. He lives with his grandparents (M. N. Nambiar & Manorama). Following his advice, they abstain from voting in the elections and instead, pool the money given by the candidates to get themselves some basic amenities. Vallavaraayan (Napoleon) is his arch enemy. Their enmity is further sharpened when Vaanavaraayan wins the hand of Vaitheeswari (Meena), whom Vallavaraayan had also wished to wed. So Vallavaraayan convinces the priest at the temple to mix a poison in the holy water that Vaitheeswari drinks. As a result she becomes incapable of conceiving. But surprisingly, Vaitheeswari soon becomes pregnant-though she has pretended with the help of the mid-wife (S. N. Lakshmi), to do so to uphold her husband's honor. She takes poison and kills herself unable to bear the grief of being incapable of giving her husband a child and on her deathbed makes Vaanavarayan swear to take Ponni (Aishwariya) as his wife. Vaanavarayan however refuses until Ponni agrees to marry Sembattai (Thalapathi Dinesh)- Vallavarayan's hechman-who abandons her to Vallavarayan's vice. Infuriated Vaanavarayam attacks Vallavarayam and spares his life after giving him a sermon on how to win the heart of people.

Rahul Mithaiwala (Shahrukh Khan) is a forty-year-old bachelor living in Mumbai. His parents died in a car accident when he was eight years old, so his grandparents raised him. His grandfather (Lekh Tandon) owns a chain of confectionery shops where Rahul has been a dedicated worker helping his grandfather. Two of Rahul's friends convince to finally take a vacation and travel with them to Goa. Rahul's grandfather dies on the day of the 100th birthday celebration. His grandmother tells Rahul that his grandfather wanted his ashes to be divided into two parts—one of each to be immersed in the Ganges and Rameswaram. She asks Rahul to take the ashes to Rameswaram and disperse them. While he accepts her request, Rahul and his friends plan to dump the ashes at Goa but his grandmother wants to see him off, forcing Rahul to travel by train. He books a single ticket on the Chennai Express, planning to quickly exit and meet his friends along the way. However, as he tries to leave the train, he notices a young woman running to board it. He helps her and then four large men board the moving train, missing his chance to debark.

Rasappan (Sathyaraj) is a useless fellow who loves his sister's daughter Meena (Meena), a graduate girl. Their parents decide to engage them but Meena refuses to marry with a jobless groom. Rasappan challenges them to find a decent job. His uncle (Goundamani) advises him to become a MLA. Rasappan joins Paramasivan's party, Pramasivan (Manivannan) is convinced by his motivation. Meanwhile, villagers dissatisfied of Paramasivan politics, they encourage Velusamy (Vijayakumar) to contend at the MLA election. During the election, Rasappan asks the electors to vote for Velusamy and Rasappan wins it widely. Rasappan becomes an honest MLA and helps his village people, he convinces the villagers to deposit their money in a new bank. The bank manager, Paramasivan's relative, scams Rasappan and the villagers. Rasappan is immediately sent in jail because of Paramasivan's plan. Villagers burn Rasappan's house and steal his properties. Velusamy releases him, Rasappan retrieves the money, gives it back to the villagers and then sends Paramasivan and his partner to jail. Then rasappan goes to chennai to resign as MLA, but The Chief Minister [MN Mambiyar] congratulates Rasappan for his honesty and promotes him as Minister for public works. Back to his village, Paramasivan's henchmen attempt to kill but they fail. Meena accepts to get married with Rasappan.

Jalagandeswaran (Goundamani) and Rayappan (Senthil) are brothers and house owners of a small colony. The tenants refuse to pay up their rents, knowing that the houses were built on State land.
