Renegade KGB agents hijack a plutonium shipment inside the United States and use it to plant a nuclear device in the Saudi Arabian Ghawar oilfield. They threaten to detonate it, thereby contaminating 50% of the world's oil reserve, unless Israel withdraws its settlements from the West Bank. The fact that the KGB is behind this threat is unknown, as the culprits are believed by the Israelis and Americans to be Islamic fundamentalist extremists. The American president contemplates starting a war with Israel, in order to save the world from oil crisis. The director of the CIA offers the president an alternative solution.

A U.S. Coast Guard patrol boat stops a suspicious yacht, discovering that an American businessman and his family have been murdered by several men operating the craft. The murdered man happens to have been a close friend of the President. President Bennett (Moffat) learns that the man was murdered because of his ties to a drug cartel, having skimmed over $650 million from it. The President tells James Cutter (Yulin), his National Security Advisor, that Colombian drug cartels represent a "clear and present danger" to the U.S., indirectly giving him unofficial permission to kill the men responsible for his friend's murder. In pre-revolutionary Cuba, James Wormold (Alec Guinness), a vacuum cleaner salesman, is recruited by Hawthorne (Noël Coward) of the British Secret Intelligence Service to be their Havana operative. Instead of recruiting his own agents, Wormold invents agents from men he knows only by sight, and sketches "plans" for a rocket-launching pad based on vacuum parts to increase his value to the service and to procure more money for himself and his expensive daughter Milly (Jo Morrow). Because his importance grows, he is sent a secretary, Beatrice (Maureen O'Hara), and a radioman from London to be under his command. With their arrival it becomes much harder for Wormold to maintain his facade. However, all of his invented information begins to come true: his cables home are intercepted and believed to be true by enemy agents who then act against his "cell". One of his "agents" is killed, and he is himself targeted for assassination. He admits what he's done to his secretary, and is recalled to London. At the film's conclusion, rather than telling the truth to the prime minister and other military intelligence services, Wormold's commanders (led by Ralph Richardson) agree to fabricate a story claiming his imagined machines had been dismantled, bestow honors on Wormold, and offer him a position teaching espionage classes in London.

Harry Palmer (Michael Caine), who has left MI5 to work as a private investigator, is told by a mechanical voice on the phone to take a package to Helsinki. The package contains six virus-laden eggs that have been stolen from the British government's research facility at Porton Down. In Helsinki, he is met by Anya (Françoise Dorléac) who takes him to meet her handler, Harry's old friend Leo Newbigen (Karl Malden). Leo is in love with Anya, but Harry knows that she is only pretending to reciprocate. Leo takes Harry to a secret room where a computer issues daily instructions to Leo and Anya. The computer speaks in the same voice as the one which summoned Harry to Helsinki.
