The film's plot is set in 1914 against the backdrop of the July Crisis between the assassination of Archduke Franz Ferdinand and the beginning of the First World War. It focuses on the relationship between a Serbian officer and his Austrian-born wife and their involvement in espionage between the countries.
It was the final film of Wiene, who had been a leading director of German cinema particularly noted for his work on expressionist films during the silent era. He died shortly before the film's completion, and it was finished by Siodmak.

Set in 1921, the film centers around the character of novelist Winthrop Clavering (Emerson), known as "The World's Greatest Detective". Clavering befriends young inventor Bartholomew Thompson (Spottiswoode Aitken), who has just invented a radio controlled flying bomb (weaponry that would come to be known as guided missiles). The story takes place during World War I. The action opens on a French battlefield. After meeting with German spy Schiller Blacher (Erich von Stroheim), Z-1 (Constance Bennett) is sent on a mission to England. The action then moves into the London home of Sir Winston Chamberlain (William Holden- no relation to the 1950s star of the same name). Sir Winston does not know that that his supposedly faithful butler, Vardar, is actually Blacher. In 1912, the Austrian secret service identifies Marcella Galdi, an Italian noblewoman who is visiting Vienna, as an Italian spy. To avoid diplomatic confusions, she is kidnapped while dancing with the Austrian General Staff officer Michael von Hombergk at a ball at the famous hotel Sacher in Vienna, and sent back to Italy. Shortly afterwards, a secret plan of an Austrian fortress appears in Hombergks office desk, and as he himself is unable to explain this, the secret service urges him to commit suicide, but instead he manages to escape from Vienna.
