A political prisoner, Hwang-seok is released after 50 years of solitary confinement. A day later, a body with stab wounds is recovered from a harbor. Detective Oh investigates the death and determines the body is that of Yang, a former soldier. Discovering a diary amongst Yang's possessions, Oh follows a trail of clues to a blind antique dealer, Ji-hye. It transpires that it was Yang who was responsible for the imprisonment of Hwang-seok, a suspected communist sympathizer in the Korean War. This makes Hwang-seok the prime suspect for the murder of Yang. But not all is as it seems, and a series of flashbacks back to the dark days of the Korean War and the infamous Geoje POW Camp on Geoje Island leads Oh to Han, a former North Korean soldier living in Japan, and a final, tragic resolution for two ill-fated lovers.

The film is a scathing indictment of California's controversial Three-strikes law. It follows a vagabond named Zeke, who is a low-level marijuana dealer in Isla Vista, the college town bordering the University of California at Santa Barbara. Zeke takes a bad felony plea deal at the opening of the film, in part due to a poor public defender's advice. This comes back to haunt him later in the film when he is wrongfully accused of assaulting some frat kids, when they jump him and he is forced to defend himself. When he is arrested soon after as part of an undercover ongoing narcotics sting, he comes face-to-face with a mandatory 25 to life sentence.

Freyja (played by Margrét Vilhjálmsdóttir) returns to Iceland from America after her American army officer husband died of heart attack two months before. Freyja, who is dressed in American clothing, brought back 7 luggages of clothes with her from America, and amazes her Icelandic family - Amma, Ninna, Dodo - with her clothes, perfumes, and her having a fridge in America. Agga (played by Ugla Egilsdóttir), Freyja's step cousin, becomes suspicious of Freyja's return. She suspects that Freyja is an evil woman, and should be sent back to America. However, no one actually believes her.
