The film is a scathing indictment of California's controversial Three-strikes law. It follows a vagabond named Zeke, who is a low-level marijuana dealer in Isla Vista, the college town bordering the University of California at Santa Barbara. Zeke takes a bad felony plea deal at the opening of the film, in part due to a poor public defender's advice. This comes back to haunt him later in the film when he is wrongfully accused of assaulting some frat kids, when they jump him and he is forced to defend himself. When he is arrested soon after as part of an undercover ongoing narcotics sting, he comes face-to-face with a mandatory 25 to life sentence.

Freyja (played by Margrét Vilhjálmsdóttir) returns to Iceland from America after her American army officer husband died of heart attack two months before. Freyja, who is dressed in American clothing, brought back 7 luggages of clothes with her from America, and amazes her Icelandic family - Amma, Ninna, Dodo - with her clothes, perfumes, and her having a fridge in America. Agga (played by Ugla Egilsdóttir), Freyja's step cousin, becomes suspicious of Freyja's return. She suspects that Freyja is an evil woman, and should be sent back to America. Set in the 1980s, Sang-ho is a student activist hiding out in a small rural village. He accidentally witnesses a married couple having sex through a hole on the floor of his second story room. He discovers he is a voyeur at heart and becomes bolder and bolder in his actions. One day, he gets an opportunity to play out his fantasies. When the husband is not home, Sang-ho goes downstairs. Imitating the husband's manner of foreplay even down to the sequence, the young man has sex with the wife. She, like Sang-ho, is a prisoner of the house. The second time he comes to her, he touches her in a different way which makes her turn around and discover that there is a stranger in her bed. But this does not deter her as she reaches out to him for an intense embrace. The husband, Tae-yeol, is an ex-policeman fired for alleged corruption, and his wife Hee-ran, who was raped by him as a young girl, for the sake of status quo has ended up as his wife and prisoner.

Waikiki Brothers is a band going nowhere. After another depressing gig, the saxophonist quits, leaving the three remaining members - lead singer and guitarist Sung-woo (Lee Eol), keyboardist Jung-seok (Park Won-sang), and drummer Kang-soo (Hwang Jung-min), to continue on the road. The band ends up at Sung-woo's hometown, Suanbo, which was a popular hot spring resort in the '80s. The main resort now is the Waikiki Hotel, and their gig at the hotel nightclub starts well, until Jung-seok and Kang-soo start to play out their worst vices. For Sung-woo, the calm center of the band, the return home is filled with reservations of disappointments and a lost love. He reunites with his old high school friends, the original Waikiki Brothers, and finds them far from happy. He runs into In-hee (Oh Ji-hye), his unrequited first love. Now widowed, she seems desperate to try their relationship again. Sung-woo also runs into his old music teacher, Byung-joo, and tries to help him get work. But the band is fired from the nightclub and Sung-woo is forced to perform in karaoke bars. And, then, tragedy strikes when his high school classmate Soo-chul dies in an accident.

The two are live-in lovers, however, their relationship becomes emotionally distant as memories of Wa-ni's past surface. When her old friend So-young comes to visit Wa-ni, Jun-ha finally learns what's behind his girlfriend's sorrow that prevents Wa-ni from fully connecting with him.
