The film begins with the introduction of Bharata Natyam since its inception. It also explains the various hand gestures, known as Mudra and Bala demonstrates one of them, "Mayura Mudra" ("Peacock Mudra"). Narrated by Satyajit Ray, the film describes Bala's lineage and her debut performance in 1925, at the age of seven, at Kancheepuram at the Kamakshi Amman Temple. A noted Sanskrit scholar and musicologist explains Bala's dancing style and an Indian dancer, Uday Shankar mentions about his association with Bala.

The movie follows the lives of a family of belly dancers living in a small Egyptian neighborhood in Cairo. Reda is the matriarch of the family who passes down her knowledge of the art of belly dancing to each of her children. Her husband died more than a year prior to the making of the documentary, so the viewer sees her in a state of mourning and uncertainty. She represents the authoritative figure, but her seven children often test the boundaries of her power. Each of her children contributes to the family profession through performing at local events, learning the trade during the day, or in the case of her younger son, watching the process of knowledge transition from generation to generation. Only three of her daughters currently perform, typically for all-male audiences. The documentary follows their journeys, from their household to the stage.

Suzy Bannion, an American ballet student, arrives from her flight in Munich, Germany on a stormy night to enroll in a prestigious dance academy in Freiburg. After Suzy is unable to gain access into the academy, she spends the night in town. Pat Hingle, a student who is expelled from the academy is seen by Suzy leaving and looking frightened. Pat finds refuge at a friend's apartment in town. After she locks herself in the bathroom, a mysterious arm smothers her against the glass. Her friend hears this and tries to scream for help but Pat is repeatedly stabbed and bound with a cord before she is hung in mid-air. Her friend is killed directly below by the falling glass and metal.

In 1912, Broadway star Don Hewes (Fred Astaire) is buying Easter presents for his sweetheart, starting with a hat and some flowers ("Happy Easter"). He goes into a toy shop and buys a cuddly Easter rabbit, after persuading a young boy to part with it and buy a set of drums instead ("Drum Crazy"). Hewes takes the gifts to his dancing partner, Nadine Hale (Ann Miller), who explains that she has an offer for a show that would feature her as a solo star. Don tries to change her mind and it looks as if he has succeeded ("It Only Happens When I Dance With You"), until Don's best friend, Johnny (Peter Lawford), turns up. Nadine reveals that she and Don are no longer a team and it becomes obvious that Nadine is attracted to Johnny. She does continue to try and pursue him, but he politely refuses her relationship out of respect for Don.
