Ryu is still contemplating the death of his master, Gouken, while at the same time experiencing trouble with the "Dark Hadou" (殺意の波動, Satsui no Hadō, lit. "Surge of Murderous Intent"), an evil energy which Gouken's brother, Akuma, succumbed to a long time ago. While in the city, Ryu fights off a few agents working for Shadaloo, gaining the attention of Interpol agent Chun-Li, who does some background research and realizes Ryu is the man who beat Sagat, the Muay Thai Champion, many years ago. Also catching sight of Ryu is aspiring martial artist Sakura, who becomes fascinated with Ryu and vows to track him down and become his student.
The film is set in the Midwestern American Raccoon City, whose citizens have been transformed into zombies after becoming infected with the T-virus, a biological weapon secretly developed by the pharmaceutical company Umbrella. Snake (Giacomo Talamini) teams up with Elizabeth Laeken (Patrizia Liccardi) and Pierre Leclerc (Nicola Cecconi) as they attempt to find out what's really going on in "The Overnight Nation". The movie is set in 2007, taking place before or right after the first part of Metal Gear Solid 2: Sons of Liberty.
The film begins with the Imperial Revue celebrating Leni Milchstrasse's 17h birthday following a performance at the Great Imperial Theater. With division captain Ichirō Ōgami in Paris, Moon Division Captain Yūichi Kayama joins in the celebration. The next morning, on Christmas Day, Sumire Kanzaki and Maria Tachibana visit a theater, where Maria finds out that Brent was one of the mafia members in New York when Maria visited the United States years earlier. At the Great Imperial Theater, Ratchet Altair arrives from New York City to be assigned into the Imperial Assault Force Flower Division. Douglas-Stewart president Brent Furlong and his subordinate, Patrick Hamilton, summon the Kouma to obliterate a city. The Flower Division is summoned to the battlefield where the Kouma are at. However, during the battle, Ratchet appears in an Eisenkleid and briefly battles the Kouma. They retreat and the Flower Division is introduced to Ratchet. Meanwhile, Brent and another one of his subordinates, Haruyoshi Tanuma, arrive at the facility where the Japhkiels, robots made by Douglas-Stewart, are made. One of them attacks Tanuma to his horror. Patrick uses a soundwave technique to stop the attacking Japhkiel.
Yukito Kunisaki (Hikaru Midorikawa), a traveling puppeteer with a goal to find the "girl in the sky" that been passed down his family for generations, arrives in a sea-side town of Kami in the hopes of earning money at the upcoming summer festival. At the same time, Misuzu Kamio (Tomoko Kawakami) is just leaving school after discussing her summer project. Choosing to do a project on the history of the town, Misuzu finds a book containing the story of Kannabi no Mikoto (Chinami Nishimura) in her town, the inspiration for the upcoming festival. After crashing her bike and encountering Yukito on the beach, Misuzu invites Yukito to stay at her home until the festival begins after learning that he has no place to stay. Meeting Misuzu's eccentric aunt Haruko Kamio (Aya Hisakawa), and getting a hangover the next morning from drinking with her, Yukito accompanies Misuzu throughout the town as she does research for her project.

The film follows the idols of 765 Production and is set after the events of the 2011 anime television series The Idolmaster. The film starts off at the 765 clerk office, beginning with the idols singing the opening song, "Masterpiece". The idols are also going to a fashion show to show off their stage costumes.
