"A thousand years from tomorrow," after the Neutron Wars, the world is divided into a barbaric collection of city states, surrounded by wastelands where only mutant cannibals and independent warriors, known as Range Guides, can live. The city state of Helix is planning war on another, Tritan. Hoping to prove their newest weapon's superiority, the "Death Machines" (laser equipped Dirt bikes), they create a new Death Sport.
A young Mexican nun, named Sister Sarah, is neglected and abused by a corrupt clergy that produces and distributes heroin. After a bad drug deal, she is handed over to thugs to be used as an instrument as sex for money. On the verge of death after being heavily drugged and wounded, the nun receives a commandment from God to take revenge. Acquiring heavy weapons (including big guns), Sister Sarah sets out to kill those who had abused her and are using the church for their own personal gain. The frightened drug lords in the church hires "Los Muertos", a violent motorcycle gang to track her down and eliminate her. Los Muertos base of operations is the local brothel "Titty Flickers" where they to try and gather more information on the vigilante nun. After being wounded in a shootout, Sister Sarah hides out in a fleabag motel where she recovers and finally achieves vengeance by killing Los Muertos, degenitalizing Chavo (the brutal leader of Los Muertos), and saving her female lover who was raped. But in the final scene, the clergy drug lord, known only as the Monsignor, hires another hit man to track down the vigilante nun, leaving the door wide open for a sequel.
The film begins with Bobby Carter and his psychiatrist discussing the events of the first film, which took place eight years ago. Bobby is still traumatized by those events, but he and Rachel (formerly known as Ruby) now own a biker team, and have also invented a super fuel that can power bikes. The team is due to race in the same desert where the original massacre took place, and Bobby's psychiatrist tries to convince him to go, but he decides against it, and Rachel takes his place. The team consisting of the blind Cass, her boyfriend Roy, Harry, Hulk, Foster, Jane and Sue meet up at a bus and set off. Along the way, they pick up Beast from the dog pound, the dog previously owned by the Carters, who now belongs to Rachel.
Based on the play Cymbeline by William Shakespeare, the story revolves around a war between dirty cops and a bigger gang, and a drug kingpin who is driven to desperate measures.
The film centers around Rommel, a mechanic/sidehack-style racer, who turns down the offer of J.C., a hot-tempered entertainer, to join his act after J.C. witnesses a sidehack race for the first time. During this time, J.C.'s abused girlfriend, Paisley, falls for Rommel and attempts to seduce him. He rejects her advances and sends her away crying. Later, when J.C. and his crew return to their hotel, they find Paisley drunk and her clothes tattered, claiming that Rommel raped her. Angered, J.C. and his gang beat Rommel unconscious and kill his fiancee, Rita. Rommel then spends the rest of the movie plotting his revenge against J.C., who goes into hiding from the police.
Il n'y a pas d'histoire dans Ouagadougou, Ouaga deux roues mais un protagoniste: le "deux-roues" sous toutes ses formes. Le film le met en scène dans son quotidien le plus divers: la circulation, les embouteillages, les pannes, les accidents, ses multiples façons de l'utiliser. Le "deux-roues" ouagalais s'expose, se fait entendre à peine couvert par la musique d'Augé kaboré et finalement s'impose comme le maître des rues Ouagalaises.
