Doctor Manhattan gives the West a strategic advantage over the Soviet Union, which by the 1980s threatens to escalate the Cold War into a nuclear war. During that time, growing anti-vigilante sentiment in the country leads to masked crime-fighters being outlawed. Leonidas then visits the Ephors, proposing a strategy to drive back the numerically superior Persians through the Hot Gates; his plan involves building a wall in order to funnel the Persians into a narrow pass between the rocks and the sea. The Ephors consult the Oracle, who decrees that Sparta will not go to war during the Carneia. As Leonidas angrily departs, a messenger from Xerxes appears, rewarding the Ephors for their covert support.

The Ninja Turtles are alerted by their master Splinter that they have been careless and discovered fighting the Purple Dragons on TV. Denying this, they set out to break into the Purple Dragons' HQ to get to the bottom of these doppelgängers. Upon doing so, the Turtles discover that their "impostors" are Turtles from another universe. They escape together, but the '03 Turtles find the '87 team childish as they refuse talk until lunch. They enter a pizza place, only to terrify the citizens, who call the cops; the turtles flee, only for the '03 Turtles and Splinter to capture them. '87 Leo explains his team was fighting Shredder over Mutagen in the Technodrome; the dimensional teleporter backfired, sending them all to this world. Checking recent tremor reports, the Turtles find the Technodrome; however, '87 Shredder manages to elude them, forcing his foes to build a portal device to reach their universe for "anti-Technodrome gear". In the meantime, Shredder locates an '03 Shredder on an icy asteroid. After Ch'rell is thawed out, he is contained for vivisection, as he's too insane to work with; however, his adopted daughter, Karai, breaks into and frees him; she had been monitoring his exile.

The Justice League, with assistance from Cyborg, stop the Royal Flush Gang as they attempt to rob a diamond vault using complex technology that allows them to pass through solid objects. Wonder Woman uses her lasso of truth on the leader to find out who gave them the technology. The leader, despite being under the influence of the lasso, says that he doesn't know who gave them the technology. Martian Manhunter uses his mental powers to scan the minds of each member of the gang, none of them know the origin of the device. Meanwhile, Vandal Savage plots to exterminate the greater part of the human population and start a new civilization, having discreetly given the technology to the Gang in order to test it. To ensure that the Justice League is unable to stop him, Savage hires Mirror Master, who hacks into the Batcomputer and steals contingency plans devised by Batman to incapacitate his League teammates should they ever go rogue. When Mirror Master asks if he wants him to find Batman's true identity, Savage declines stating that he already knows the true identity of Batman. Savage assembles Mirror Master and a group of other supervillains (consisting of Bane, Cheetah, Ma'alefa'ak, Star Sapphire, and Metallo) with personal vendettas against the heroes and pays them to simultaneously attack the members of the League using the stolen plans, albeit altered to be lethal. When the supervillains agree with Savage's plan, he welcomes them to the Legion of Doom.
