The film begins in 1536 when Henry VIII (Richard Burton) considers whether or not he should sign the warrant for the execution of his second wife, Anne Boleyn: then, in a long flashback which takes up virtually the entire film, the whole truth is revealed. Starting in 1527, Henry has a problem: he reveals his dissatisfaction with his wife, Catherine of Aragon (Irene Papas). He is currently enjoying a discreet affair with Mary Boleyn, a daughter of Sir Thomas Boleyn who is one of his courtiers; but the King is bored with her too. At a court ball, he notices Mary's 18-year-old sister Anne (Geneviève Bujold), who has just returned from her education in France. She is engaged to the son of the Earl of Northumberland and they have received their parents' permission to marry. The King, however, is enraptured with Anne's beauty and orders his Lord Chancellor, Cardinal Wolsey, to break up the engagement.

Before Winter Comes takes place in the immediate aftermath of World War II. British Major Giles Burnside (David Niven) is assigned to an Austrian refugee camp; his mission is to send the groups of displaced civilians to either the Russian or the American zone. Burnside is a by-the-books commander but runs into trouble with the intertranslations of many different languages. However, of the refugees, Janovic (Topol) is willing to help as he can speak many languages. Janovic quickly conveys Burnsides's orders and helps the way station run smoothly. Janovic runs into romance with a lovely innkeeper, Maria (Anna Karina). But his love with her stops when he discovers her affair with Burnside. Meanwhile, Janovic is found to be a Russian deserter, and must be returned to the Russian mainland to be executed. Burnside offers to help him escape, but Janovic can't decide whether to trust his commander.

An old legend tells of a fortune in gold hidden in the "Cañon del Oro," guarded by the Apache spirits. Along with several others, a man named Adams found it when he was a young man, only to have the Indians capture and blind him, leaving him stranded in the desert after killing his companions. Years later, Marshal MacKenna (Gregory Peck) wounds an old Indian shaman named Prairie Dog (Eduardo Ciannelli) who tried to bushwhack him; Prairie Dog subsequently dies, despite MacKenna's attending to him. MacKenna thereby comes into possession of a map that supposedly shows the way to the treasure. Though skeptical, he memorizes the directions before burning the map.

Duncombe is the UK Consul General in Florence, Italy. He becomes a widower when his two sons, Andrew and Miles, are still young kids. Andrew, the eldest, apparently reacts with adult maturity to the loss of his mother, looking after little Miles, an attempt to find a way out of such premature heart-crushing loss. Miles constantly blames Andrew for his mischievous behavior but his brother valiantly takes said blame as his personality is that of a grown up, or at least that is what he tries to be. The father, given his mandate, is often absent, both physically and emotionally, especially toward Andrew. It will be at the end that Duncombe will acknowledge his mistakes when finding himself at a father's point of no return.

Technical problems with the V-1 lead the Germans to create a manned version to ascertain the flight problems of the rocket but all the test pilots are killed flying it.
