The film takes place at an elite New England boarding school in the era between the Bay of Pigs Invasion and the assassination of President John F. Kennedy. Odette "Odie" Sinclair (Hoffmann) is forcibly transferred by her parents to Miss Godard's Preparatory School for Girls after her parents find out that she has planned to have sex with her boyfriend, Dennis (Matthew Lawrence). Upon arrival to the school, which is run by the headstrong headmistress Miss McVane (Redgrave), Odette is introduced to her roommates, the intelligent and charismatic Verena von Stefan (Dunst) and the promiscuous Tinka Parker (Keena). Verena and Tinka are the school's primary troublemakers; both mock an uptight hall monitor named Abigail "Abby" Sawyer (Cook), who has a penchant for tattletaling, and Verena regularly buys cigarettes from a lunch cook and is constantly late for classes.

An earthquake strikes the city of Los Angeles. Mike Roark (Tommy Lee Jones), the head of the city's Office of Emergency Management, insists on coming to work to help out with the crisis, even though he has taken a vacation with his daughter Kelly (Gaby Hoffmann). His associate Emmit Reese (Don Cheadle) notes the quake caused no major damage, but seven utility workers are later burned to death in a storm drain, one escaped and survived but was severely burned on one side of his face at MacArthur Park. As a precaution, Roark tries to halt the subway lines which run parallel to where the deaths took place, but Los Angeles MTA Chairman Stan Olber (John Carroll Lynch) declines, feeling there is no threat to the trains. Against regulations, Roark and a colleague Gator Harris (Michael Rispoli) venture down the storm sewer in the park to investigate. They are nearly burned to death when hot gases suddenly spew out of a crack in the concrete lining and flood the tunnel. Geologist Dr. Amy Barnes (Anne Heche) believes a volcano may be rapidly forming beneath the city with magma flowing underground (similar to the formation of the Mexican volcano Parícutin which emerged and grew tremendously in just one week) but cannot come up with enough evidence for Roark to take action.

Ray Kinsella is a novice Iowa farmer who lives with his wife Annie and daughter Karin. Vincent "Vince" Ferro overhears people talking about a dead man who was going to start a well-paid job. Ferro, in need of money, steals an envelope containing the instructions for the job. He arrives at an event in a secluded place. He is ordered to strip, and his boot heels are cut off, in order to check for surveillance equipment. The organizers accept him for the job instead of the dead man. The job is participation in a series of Russian roulette games. There are several participants, identified by number. In each round, the participants have to spin the cylinder of their revolver, and shoot when the light of a special light bulb is switched on. The event is organized for the enjoyment of rich spectators, one of these spectators being Jasper Bagges, who places bets on who will survive. Bagges bets on his brother Ronald, who was brought from the mental institution.
