L'action se déroule à l'époque de la civilisation de la vallée de l’Indus, au XXIe siècle av. J.-C., dans l'une des plus anciennes villes du monde, Mohenjo Daro. La ville est gouvernée par Maham, le chef du sénat. Malhonnête et très cruel, sa cupidité est sur le point de détruire la cité. Sarman (Hrithik Roshan), un jeune et courageux cultivateur d'indigo, se rend à Mohenjo Daro pour y échanger ses produits au marché. Il tombe alors amoureux de Chaani (Pooja Hegde). Fille d'un chef religieux, il lui a été prédit qu'elle serait à l’origine d’une nouvelle société. À sa naissance, elle a été promise à Moonja (Arunoday Singh), le fils de Maham. À l’issue d'une épreuve de force entre les deux hommes, Sarman va non seulement apprendre sa véritable identité et la raison de son lien fort à Mohenjo Daro mais aussi mettre en place le nouvel ordre, même si cela signifie sacrifier la vieille ville aux mains de la divinité de la rivière.

The story centres on Vijay, a child whose village is deprived of water for irrigation for decades. Vijay's father threatens the bureaucracy with self-immolation if the village's basic need for water is not fulfilled. To set an example to the society, the father sets himself ablaze before the villagers and the media but as fate would have it, his sacrifice is forgotten and instead his family is affected. Vijay grows up with the dream that one day, he will come face to face with the bureaucracy with a simple request; that his village 'Badlapur' receives government's attention to solve their water crisis.

This is very simple concept based on the differences between personalities of people. As such most concepts dwell on exactly this aspect of human relationships. Dhurandhar Bhatawdekar however goes further than merely juxtapositioning personalities. It deals with the interaction of these personalities with situations and events. A small part of the concept is the coming together of two diversely opposite characters and the comedy generated through sheer confrontations. But more importantly the film deals with the manner in which the two central characters deal with situations presented to them in the regular course of life individually and together. The age of the central characters is also such that they are lovable old buffoons and therefore would strike an immediate chord with the audiences.

The movie begins with a man (Sanjay Dutt) drinking beer early in the morning and then following up with having beer and idli. He later steals a bike and goes to the police station to get commission from the police inspector. He then meets a man who takes him to a place where they sell guns and bombs. Finally, he meets a local gangster who hires him to kill a minister. Set in 1946 in a village in Konkan, the movie starts off with a middle aged villager, Naroba (Dilip Prabhavalkar), watering his coconut trees in his grove with his grandson. The landlord of the village, Rangarao Khot (Manoj Joshi) is a flirtatious man and the antagonist. One day he halts his palanquin and gets off to follow a woman passing by, only to discover that she is a transsexual man. Shocked and embarrassed, he walks to a nearby coconut grove, and becomes bedazzled by its beauty; he instructs his servant to prepare the grove for a tamasha to be held that night. Naroba, had been working nearby approaches the landlord and declines giving up the grove which it was given to him by his father who had received it from the landlord's father himself for saving his father's life during a hunting trip. In a fit of rage, the landlord threatens Naroba to kill him in order to sign the contract transferring the ownership of the grove from Naroba to him. That night, as the landlord's crooks try to enter his house, he is saved by a gang of armed dacoits; their leader later recognizes Naroba to be the person who nursed him when he was sick and starving. He swears to protect him from the landlord's actions, and warns the landlord to stay away from Naroba or face humiliation in front of the entire village. Horrified and abashed, the landlord staggers to his bedroom and locks himself in. He is found dead the next morning due to alcohol overdose.
