Leo Bernard Gorcey (June 3, 1917– June 2, 1969) was an American stage and movie actor who became famous for portraying on film the leader of the group of young hooligans known variously as the Dead End Kids, The East Side Kids, and The Bowery Boys. Always the most pugnacious member of the gangs he participated in, young Leo was the filmic prototype of the young punk. He was the shortest and the oldest of the original gang.

After an electric "buzzing" device is found near his winning horse Turnabout, jockey Muggs McGinnis (Leo Gorcey) is questioned by track officials. Despite his protests that Turnabout's owner, gambler Dollar Davis (George Meeker), and his righthand man, Gaby O'Neill (Bernard Thomas), planted the device on Turnabout so that they could bet against him, Muggs is suspended indefinitely from horseracing. Embittered, Muggs is about to quit racing forever when he and his gang of friends, The East Side Kids, learn that Mrs. Nora Brown (Minerva Urecal), whom they call "Ma," is about to lose her stable because of an unpaid feed bill. Pooling their savings, Muggs and the boys give Ma enough money to pay her debt, which had been bought up by the scheming Davis. Muggs then insists on caring for Sweet Alice, Ma's other horse, who has a lame leg. After sneaking Alice into the gang's clubhouse in New York's East Side, Muggs tricks an orthopedic specialist into examining her.

The East Side Kids are ejected from their clubhouse in a raid brought on by complaining neighbors, they have no place to train for an upcoming boxing tournament. The police commissioner is worried that his son Gilbert, who prefers ballet to boxing, is turning out to be a wimp, so he offers the gang a deal: he'll lay off them if they will take his son in their gang and toughen the boy up. Gang member Muggs McGinnis takes an instant dislike to Gilbert, and sets Gilbert up to get in a fight with Danny More, the gang's best boxer, but is impressed when he sees Gilbert use ballet moves to avoid getting hit, and instead knock out Danny. Later, the East Side Kids learn that Gilbert's girlfriend Rita has taken Gilbert to an illegal casino owned by local gangsters. The East Side Kids get to the casino just before cops raid the place. Muggs is able to sneak Gilbert out, but Danny is injured, and Muggs himself is caught, and is therefore barred from entering the boxing tournament. Gilbert agrees to participate in the tournament, and is in bad shape after the first two rounds. Muggs advises Gilbert to use his ballet moves, which enables Gilbert to win the match. Gilbert then confesses the truth about having been at the casino, and his police commissioner father clears Muggs of all charges.

After an afternoon of playing baseball, Muggs McGinnis (Leo Gorcey) and the East Side Kids gang arrive at the door of their clubhouse, where a man named Higgins (silent comedian Harry Langdon, in one of his last film appearances) is removing their "East Side Club" sign. Higgins explains that the owner of the place plans to rent it to some "respectable" tenants. When Muggs learns that the new tenants are due to examine the place at noon the following day, he plans to frighten them away by picking a fight with Butch (Billy Benedict) and the Five Pointers, a rival gang.

After she files for divorce from nightclub owner Tom Wilson (Wheeler Oakman), former Broadway star Gypsy Carmen (Evelyn Brent) demands that he return the securities that she owned before their marriage. When Wilson claims that the securities are missing, Gypsy pulls a gun from her purse and aims it at him. At that moment, a gun is fired through the window of his house. Much to the dismay of Mugs McGinnis (Leo Gorcey), everyone in his East Side Kids gang (as well as the rival The Cherry Street Gang) gets to smack his rear end eighteen times in celebration of his eighteenth birthday. His mother Molly (Martha Wentwroth) then becomes distraught when she gets a letter from his "uncle" Pete Monahan (Noah Beery), a rancher friend of his late father, stating that he will soon visit them in New York. Molly explains to her only child that ever since his father lied to Pete that he had seven children, Pete has been sending birthday checks for each child. Pete is unaware that the McGinnises are so poor that they could never afford to return the checks.

When Glimpy (Huntz Hall)'s sister Betty (Ava Gardner) marries Jack (Rick Vallin), Muggs (Leo Gorcey) singlehandedly organises the wedding. The gang provide a choral version of Drink to Me Only with Thine Eyes as well as organ music. Scruno (Sammy Morrison), Stash (Stanley Clements) and Benny (Billy Benedict) provide a floral centrepiece by borrowing a funeral wreath meant for a murdered gangster's funeral on the morrow. Danny (Bobby Jordan) and Rocky (Bobby Stone) also borrow the deceased gangster's tuxedo prior to his funeral for Glimpy who is the best man. Scruno's mother provides rice to throw that she has cooked to make extra soft. Muggs also organises a police escort by telling the police gangsters will try and break up the wedding with Glimpy adlibbing they are the notorious Katzman Gang, (the producer of the film series).

Muggs McGinnis (Leo Gorcey) practices for his boxing match the next night. In order to raise money, Muggs and the gang go to Nick (Charles Judels)'s pool hall and challenge hall regular Harry Wycoff (Gabriel Dell) to a game of pool. Muggs has pre-arranged with gang member Danny to use special trick chalk for the pool cue so that Wycoff will lose, but Danny (Bobby Jordan) is so convinced of Muggs's talent that he does not use the chalk, and Muggs loses the match. When Wycoff insists that Muggs pay off his wager, Muggs hits him in the stomach and leaves without paying.

Watching a military parade (stock footage from World War I), the gang decides to enlist in order to "kill a million Japs". Rejected by the Army, Marines, and Navy for being too young, the punks help the war effort by throwing fruit at a shop they believe is owned by a Japanese American. Confronted by him wielding a short sword, the gang decides to come back at night but find him dead. Their father figure Police Lieutenant "Pops" Stevens tell them they should be ashamed of themselves as Keno, the owner of the shop, was Chinese, an ally of America and that Danny should be especially ashamed as his brother is in the service.
