The film is set in Japan in 1885. Kikunosuke Onoe, played in his movie debut by the stage actor Shotaro Hanayagi, is the adoptive son of a famous Kabuki actor, who is training to succeed his father in an illustrious career. While hypocritically praising Onoe's acting to his face, the rest of his father's troupe deride him behind his back. Otoku (Kakuko Mori), the young wet-nurse of Onoe's adoptive father's infant son, is the only one frank enough to disclose his artistic shortcomings and urge him to improve himself. When Otoku is dismissed by Onoe's family for her closeness to the young master, with its potential for scandal, Onoe is outraged and leaves Tokyo to hone his art away from his father, much to the latter's wrath.

Two Tokyo co-workers at a brewery, Kihachi (Takeshi Sakamoto) and Jiro (Den Obinata), go and visit a rōkyoku performance. On leaving the theater, they happen to chance on a girl Harue (Nobuko Fushimi), who is destitute with no place to go. Jiro is relunctant to help her out but Kihachi takes a fancy on the pretty girl and decides to give her a place to stay at the house of a restaurant owner friend of his, Otome (Chouko Iida). She helps out at the place and Otome soon takes a liking for her.

Japon, 1831. Jirokichi est un célèbre bandit justicier qui ne s'en prend qu'aux plus riches. Les archives de la police rapportent qu'il aurait déjà cambriolé 99 résidences de seigneurs pour un butin estimé de 7931 ryō. Poursuivi par les autorités, Jirokichi fuit vers Osaka par bateau. Lors d'une escale, il échappe à la police qui effectue une fouille grâce à la complicité de la belle Osen. Les deux jeunes gens deviennent amants et Jirokichi apprend que Nikichi, le frère d'Osen, un yakuza endetté, a pour projet de vendre sa sœur à une maison close.
