Peter Edward Cook (17 November 1937 – 9 January 1995) was an English actor, satirist, writer and comedian. An extremely influential figure in modern British comedy, Cook is regarded as the leading light of the British satire boom of the 1960s. He was closely associated with the anti-establishment comedy that emerged in Britain and the United States in the late 1950s.

In 2005, Cook was ranked at number one in the Comedians' Comedian, a poll of over 300 comics, comedy writers, producers and directors throughout the English-speaking world.

The mysterious Michael Rimmer (Cook) appears at a small and ailing British advertising agency, where the employees assume he is working on a time and motion study. However, he quickly begins to assert a de facto authority over the firm’s mostly ineffectual staff and soon acquires control of the business from the incompetent boss Ferret (Arthur Lowe). Rimmer then succeeds in establishing the newly invigorated firm as the country’s leading polling agency, and begins to make regular TV appearances as a polling expert. He subsequently moves into politics, acting as an adviser to the leader of the Tory opposition, and then becomes an MP himself, for the constituency of Budleigh Moor (a reference to Cook's frequent collaborator, Dudley Moore), along the way acquiring a trophy wife (Vanessa Howard). Relying on a combination of charisma and deception—and murder—he then rapidly works his way up the political ladder to become prime minister (after throwing his predecessor off an oil rig), and finally, by public demand, a near-dictatorial president. Ferret attempts to assassinate Rimmer as he and his wife ride through the capital in an open-topped convertible, but fails and falls to his death.

The opening sequence takes the form of a computer simulation run by Satan to analyze souls and determine individual weaknesses to exploit and corrupt. The program finally settles on Elliot Richards (Brendan Fraser), a geeky, over-zealous man working a dead-end technical support job in a San Francisco computer company. He has no friends and his co-workers are always avoiding him. He has a crush on his colleague, Alison Gardner (Frances O'Connor), but lacks the courage to ask her out. The pirate Yellowbeard (Chapman) is incarcerated for 20 years for tax evasion. He survives the sentence but has not disclosed the whereabouts of his vast treasure. The Royal Navy hatches a plot to increase his sentence by 140 years, knowing that he will escape to set out for his treasure. He does so, recruiting a motley crew of companions. He had left a map of the treasure in the chimney of his wife's pub, but she burned it. She then tells Yellowbeard that she had the map tattooed on their son's head. Things go wrong when his traitorous former bosun Mr. Moon (Boyle) takes over the ship. With the Head of the British Secret Service (Idle) hot on their trail, they eventually find the island, where the terrible despot "El Nebuloso" and his majordomo "El Segundo" (Cheech and Chong) have taken residence with the treasure, and the battle for the prize commences.
